PM Urges Speedier Legislation to Facilitate WTO Negotiations
Vietnam’s Prime Minister Phan Van Khai has asked relevant authorities to accelerate the legislative process this year in order to pave the way for Vietnam to successfully finish all negotiations on its admission into the World Trade Organization by the end of this year.
In his instruction issued on April 5, the PM demanded that ministries and sectors in the country submit 22 draft laws and ordinances to the National Assembly for approval by the end of the year.
The expected legal documents include the Common Investment Law and the Common Enterprise Law, which aim to ensure a fair playing field for all kinds of businesses operating in the country.
The drafting of the Common Enterprise Law will be complete in two months, according to Mr. Nguyen Dinh Cung, a member of the compilation board.
The National Assembly, the highest legislative body in Vietnam, plans to adopt 30 legal documents, both new and revised, in the hope of being admitted into the global trade body late this year.
Vietnam is now striving to convince its partners that Vietnam should revise and issue the most important laws in 2005, and that it will amend and issue other laws after joining the WTO.
To date, the country has completed six bilateral deals including Argentina, Brazil, Chile, Cuba, the European Union and Singapore, and nine multilateral negotiation rounds on its accession to the WTO.
Vietnam will start the 10th multilateral negotiation round on its accession to the World Trade Organization in May in Geneva.
