Reforming and Modernising the Tax System in 2005-10: Diversifying Sources

 

The mechanism, technology, organisation and staff for tax management in Vietnam are much weaker in comparison to other countries in the world, especially developed countries, according to Deputy Head of Taxation Department Pham Duy Khuong. This requires the country to modernise and reform the tax system.

 

The goal of the tax system modernising programme by 2010 is to build a synchronous tax policy system, which is suited to a market economy. The programme will help modernise tax collection management in order to ensure financial resources for the country’s modernisation and industrialisation process for further integration into the world economy.

 

According to Mr. Pham Duy Khuong, the programme aims to build a tax policy system meeting the following requirements: simplicity, clarity, fully covering economic activities, appropriate tax collection management plus clear rights and obligations of individuals, organisations, state tax bodies and relevant objects.

 

By 2010, the programme also aims to fully disseminate tax laws (including tax policies and tax procedures) to taxpayers in order to help them know more clearly about the substance of tax payment.
