Main contents of Circular promulgating the Regulation on the process of experimenting the e-customs procedures for export and import goods

We learnt that the Ministry of Finance has just issued a Circular promulgating the Regulation on the process of experimenting the e-customs procedures for export and import goods. Please let us know the main contents?
 
In accordance with the Decision No. 50/2005/QD-BTC dated 17 August 2005 of Ministry of Finance issuing Regulations on process of experimenting the e- customs procedure for import, export goods, the main contents of this Circular are as follows:
 
1. Subject of application:
 
Enterprise of all economic sectors that voluntarily register the participation in the e-customs procedures and their registrations are approved by customs offices.
 
2. Procedures for registration of participation in the e-customs procedures:
 
-  The enterprises shall register the participation in the e-customs procedures (form HQ/2005-DKDT), and submit the registrations to the E-Customs Sub-Departments of the localities where they make registration (this form may by downloaded from the General Customs Department’s website http://www.customs.gov.vn.
 
-   E-Customs Departments shall, within 3 working days after receiving the registrations, check the criteria in the enterprises’ registrations and if they are compliant with regulations, submit them to the directors for approval and grant of access accounts and papers of recognition of participation in e-customs procedures (form HQ/2005-CNDT); of not compliant, they shall notify the refusal clearly stating the reasons therefore.
 
3. E-customs procedures:
 
-  E-customs declaration and inspection. Receipt and classification of customs dossiers;
 
-  Customs declaration for goods;
 
-  Post-clearance inspection;
 
-  Risk control.
