Vinh Phuc Invests Heavily in Modern and Synchronous Urban Infrastructure

The state administration of construction investment in Vinh Phuc province has undergone innovative changes in mindset and methods. Investment resources are allocated to urban framework infrastructure, social welfare, technical infrastructure projects. As a result, Vinh Phuc’s infrastructure has been gradually improved to meet local socioeconomic development needs.

Vinh Phuc is recognized as one of the leading provinces in the country in terms of infrastructure planning. In the past two years, following the resolution of the 17th Provincial Party Congress, the province has achieved significant results in planning management and implementation. The Provincial People’s Committee has directed the formulation and administration of planning; reviewed, rectified and strictly handled planning violations; inspected and assessed the responsibilities of the Department of Construction, the Department of Planning and Investment, the Department of Natural Resources and Environment, all nine District People’s Committees and all 136 Commune People’s Committees; and evaluated the roles of relevant organizations and individuals.

Regarding planning approval and adjustment, since 2021, the Vinh Phuc Provincial People’s Committee has approved six general plans for town and urban center development, six urban zoning plans, one functional zoning plan and 51 detailed plans. For the provincial planning for the 2021-2030 period, with a vision to 2050, the province has conducted hundreds of meetings to collect feedback from various agencies at different levels. So far, seven out of nine steps of the provincial planning have been completed and prepared to be submitted to the Provincial Appraisal Council.

With those efforts, the traffic infrastructure has been gradually upgraded, with a total road length of more than 7,100 km planned. Some major important modern, synchronous and highly interconnected transport projects have been proposed for investment, completed to become new urban icons and facilitated urban space expansion to gradually form Vinh Phuc urban framework infrastructure.

The province has invested and built a comprehensive electricity infrastructure, including 42.8 km of double circuits of the 500kV power grid, 53.1 km of the 220kV power grid, and 215 km (15 transmission lines) of the 110kV power grid, to ensure reliable and sufficient electricity supply for daily life and production activities. The province has also developed commercial infrastructure, such as markets and trade centers, to meet local needs.

Moreover, the province has completed the logistics infrastructure and the wholesale market infrastructure in 2020-2023. The Vinh Phuc ICD Logistics Center, an international smart logistics center, is ready to operate soon to provide efficient and cost-effective logistics services for businesses, enhance the competitiveness of supply chains, and foster human resource development for Vinh Phuc and neighboring provinces. The Tho Tang Wholesale Market has contributed to the growth of the service sector in the province.

 The province has also ensured adequate water supply infrastructure, with centralized water plants in operation and under construction capable of supplying about 356,000 cubic meters per day. Three water supply plants under construction, namely Song Hong, Song Lo and Phuc Binh, can provide 134,500 cubic meters per day for urban areas. About 77.5% of urban residents have access to piped water (94% in Vinh Yen City and Phuc Yen City). The province is also implementing water supply projects for rural communes, especially those with difficult water sources, which are expected to be completed in 2023.

The province has also accelerated the wastewater drainage infrastructure, especially the ODA-funded projects for water and flood management. The postal service network infrastructure in the province has been enhanced by 12 postal service providers, generating an estimated revenue of VND2,600 billion in 2022. The telecom network infrastructure and services are provided by five telecom carriers and five internet service providers, which have invested in improving the service quality. The province has 2,888 mobile base transceiver stations (BTS), covering the whole province with 3G and 4G mobile networks. Viettel Group is testing two 5G stations and has established a shared, integrated platform in Vinh Phuc province, which is connected to the national centralized payment gateway and the databases of central agencies. Moreover, the province has improved the medical infrastructure by constructing, upgrading and repairing facilities to provide better care for patients. Several large medical projects have been implemented to meet the health needs of the people, such as Vinh Phuc General Hospital and Vinh Phuc Obstetrics and Pediatrics Hospital. The education infrastructure has also been developed and upgraded. Vinh Phuc High School for the Gifted has been completed and put into use. The province has allocated a budget for building six new high-quality secondary schools and has invested in restoring and repairing schools to meet national standards and create reading spaces at schools. The province has prioritized and allocated resources for building and developing modern and synchronous infrastructure, which has given Vinh Phuc a competitive edge in attracting investment and promoting industrial development. The urban infrastructure has been gradually modernized. Vinh Phuc city is becoming a civilized, modern and livable city.
