Please let me know the cases of exemption from payment for being granted visas and fee rates applied to foreigners?

In accordance with Circular No. 37/2003/TT-BTC of the Ministry of Finance dated 24 April 2003 on the regime on collection, remittance and use management of fees for the grant of passports, visas and papers for entry, exit, transit and residence in Vietnam and Circular No. 60/2005/TT-BTC of the Ministry of Finance dated 01 August 2005 on amending and supplementing the Circular 37/2003/TT-BTC, the cases of exemption from payment for being granted visas and fee rates applied to foreigners as follows:
 
1.             The cases of exemption from payment for being granted visas
-                Guests (including their spouses and children) of the Party, State, Government or National Assembly or the Party, State, Government or National Assembly leaders in their personal capacity;
-                Officials and employees of foreign diplomatic representations, consular offices and Vietnam-based representative offices of international organizations, and their family members (spouses and under 18 children living together with them in household) other than Vietnamese citizens and not permanently residing in Vietnam, who are eligible for fee exemption on the basis of reciprocity;
-                Foreigners bearing diplomatic passports, official passports or general passports issued by foreign countries, who are eligible for fee exemption on the basis of reciprocity;
-                Foreigners eligible for fee exemption under treaties or agreements which the Vietnamese Government has signed;
-                Foreigners entering Vietnam to provide humanitarian aid or assistance to Vietnamese organizations and individuals;
-                Those who are eligible for fee exemption under specific decisions of the Ministry of Foreign Affairs, the Minister of Public Security of the Minister of Defense.
