Application dossier, order, procedure for issuance of Certificate of ownership of construction works owned by a foreign-invested enterprise

We are a foreign invested enterprise incorporated and legally existing under the law of Vietnam. We own a construction work, please let me know the application dossier, order, procedure for issuance of Certificate of ownership of this construction work?
 
In accordance with Decree No. 95/2005/ND-CP of the Government dated 15 July 2005 on issuance of Certificate of ownership of housing and other construction works and Circular No. 13/2005/TT-BXD on guiding implementation of the Decree No. 95/2005/ND-CP, the application dossier, order and procedure for issuance of Certificate of ownership of your construction work (“Certificate”) are as follows:
 
1. Application dossier
-   Application for issuance of Certificate of ownership of construction work (according to the form attached to Circular No. 13/2005/TT-BXD)
-   The copy of following documents:
+ Investment license of your enterprise granted by competent authority;
+ Decision on approval or Decision on investment of project as regulated by law or construction license;
+ The receipt of payment for financial obligation in accordance with the laws.
-   The drawing of construction work.

2. Order and procedure:

The application dossier shall be submitted to local Department of Construction. In the case of being to check construction work, within 10 working days from the date of receiving application dossier, the Department of Construction shall check the drawing of the construction works.
 
Within 30 working days, from the date of fully receiving sufficient application dossier or completion of checking the drawing, the Department of Construction is responsible for checking application dossier and submit to Provincial People Committee;
Within 10 working days, from the date of receiving application dossier submitted by Department of Construction, Provincial People’s Committee shall consider, sign in the Certificate and return to Department of Construction.
 
Within 05 working days, from the date of signing in the Certificate or receiving the Certificate signed by Provincial People’s Committee, the Department of Construction must announce financial obligation to you in written as regulated by laws.
Within 60 days, from the date of receipt of written announcement of Department of Construction, you must settle financial obligation as regulated by laws.
 
Before receiving the Certificate, the owner must submit the receipts on collection of charges, original documents on construction work to Department of Construction for archives.
