The Hai Duong Department of Construction actively advises and perfects the legal basis for attracting investment while implementing urban development projects in a civilized and modern direction. The province aspires to become a modern industrial province by 2030 and a centrally run city, characterized by its green, smart, safe, and sustainable development with extensive international integration.
Planning is proactive and visionary
Recognizing the importance of proactive planning, Hai Duong has recently prioritized the preparation and approval of construction planning and urban planning to lay the foundation for global socio-economic development.
According to the Hai Duong Department of Construction, the province has approved planning projects, adjusted district construction planning, and general city and town planning. Notably, the city has approved the construction planning of district areas such as Ninh Giang, Kim Thanh, Tu Ky, and Thanh Ha until 2030 with a vision to 2050. Additionally, construction planning has been adjusted for district areas including Gia Loc, Thanh Mien, Cam Giang, and Nam Sach. The general planning of Chi Linh city and Kinh Mon town has been adjusted until 2040. Furthermore, the Prime Minister has approved adjusting the general planning of Hai Duong city until 2040.
The province has successfully attracted numerous investment projects. Construction has commenced in various urban areas, commercial housing areas, and residential areas. As a result, the urban landscape is gradually improving. These projects include the new urban area in the East of Hai Duong City; the Commercial-Tourism-Cultural and New Urban Area in the West of Hai Duong City; the Ecological Urban Area along the Thai Binh River (Ecorivers); Phu Quy urban area; the cultural - sports, educational, medical complex; and residential area combined with commercial services in the south of Hai Duong city.
The planning appraisal conference for Hai Duong province for the period 2021-2030, with a vision to 2050, was held in June 2023. The conference outlined the province’s development space along four development axes, five growth poles and five development regions. This is a crucial basis for Hai Duong to transform into a modern industrial province by 2030, and to gradually become a centrally run city by 2050.
Developing green and smart urban areas
The 17th Hai Duong Provincial Party Congress for the 2020-2025 term adopted “green, smart, modern urban development” as a key pillar of the economic structure in the future.
According to Mr. Nguyen Van Doan, Director of Hai Duong Department of Construction, the Department has advised the Provincial People’s Committee on setting appropriate and green-oriented urban development targets that suit the local conditions. These targets include specific criteria such as increasing the proportion of green land; creating green space, and green parking lots; building public spaces, landmark architectural works, and multi-functional mixed-use complexes; implementing solutions to improve the urban environmental quality such as collecting and treating wastewater and garbage; promoting the development of high-tech industry, ecological industry.
Mr. Nguyen Van Doan also stated that the preparation or adjustment and approval of planning, district construction planning, general planning of urban areas, etc. always follow the established criteria closely. The Department also requires organizations and agencies to pay attention to planning green park spaces, social and cultural institutions, parking lots and wastewater collection and treatment areas when making detailed plans for new urban areas and new residential areas, in order to enhance urban quality and people’s quality of life.
The Department has advanced administrative reform by announcing 55 administrative procedures under its jurisdiction at the Public Administrative Service Center, and publicizing them on the Department’s electronic information portal, facilitating the access, learning and implementation of organizations and individuals. Mr. Nguyen Van Doan expressed his determination and specific actions to attract more investors to contribute to the development of a more spacious and modern urban landscape in Hai Duong. He said that this would not only improve the quality of life for people but also accelerate the urbanization process, supporting the goal of transforming Hai Duong into an industrial province and a centrally run city in the future.
