Prime Minister Pham Minh Chinh called on leading US semiconductor firms to invest in semiconductors, artificial intelligence (AI) and cloud computing in the spirit of “harmonized benefits and shared risks.”
This proposal was made at his meeting with Mr. John Neuffer, Chairman of the US Semiconductor Industry Association (SIA), and leaders of US semiconductor firms Intel, Ampere, Marvell, Cirrus Logic, Infineon and Skyworks when they paid a working visit to Vietnam from December 10-11, 2024.
PM Chinh affirmed that he always welcomes Chairman John Neuffer to visit and work in Vietnam; highly appreciated him and SIA for having many activities and initiatives to support Vietnam in developing the semiconductor industry and connecting many SIA member companies to seek business and cooperation opportunities in Vietnam.
Highlighting Vietnam's policies and guidelines, he said that Vietnam continues to maintain macroeconomic stability, a peaceful environment, independence and sovereignty; ensure national defense, security, social order and safety; promote three strategic breakthroughs in institutions, infrastructure (especially transport infrastructure and digital infrastructure) and human resources; reform administrative procedures, improve the open investment and business environment, thus creating new development space, reducing time and costs, facilitating and meeting investors’ needs, sharpening product competitiveness, and making investors feel secure in long-term, sustainable and effective cooperation with Vietnam.
Emphasizing Vietnam’s policies, capabilities and advantages in promoting science, technology, innovation and the semiconductor industry, PM Chinh said Vietnam will have incentive policies to support major investors in these fields in the spirit of advancing “harmonized benefits, shared risks” among the government, businesses and people and “listening and understanding together, sharing vision and action, working together, winning together, enjoying together, developing together, sharing joy, happiness and pride.”
He suggested that SIA continue to call on US corporations to cooperate and invest in semiconductor, artificial intelligence and cloud computing more deeply and effectively with Vietnam. These are very important fields for the future of humanity and for the development of each country. He also suggested they coordinate with and support Vietnamese businesses to join global supply chains, promote infrastructure investment cooperation, and build training facilities and semiconductor research and development centers.
Furthermore, PM Chinh asked Chairman John Neuffer and SIA member companies to raise a voice to the US government for further promoting relations with Vietnam more deeply, substantially and effectively, soon recognizing Vietnam as a market economy and abolishing restrictions on high-tech exports to Vietnam.
For his part, John Neuffer expressed his pleasure at witnessing Vietnam's strong development and the better-than-ever relationship between Vietnam and the United States, affirming that Vietnam is an important and attractive destination for investors.
He also highly appreciated Vietnam's initiatives and efforts in developing the semiconductor industry, especially the development strategy on this industry released by the Government and the training program of at least 50,000 semiconductor engineers. Vietnam has made a lot of progress in this field, especially in diversifying and developing the supply chain.
He highlighted Vietnam's advantages such as its most industrious workers in the world; important infrastructures like electricity, water, telecommunications, data centers; and potential domestic partners such as Viettel.
Stating that many new and great opportunities are available for US businesses in Vietnam, SIA members highly appreciated Vietnam’s enthusiasm for cooperation. SIA and US businesses are very interested in the US-Vietnam relationship and will continue to accompany and support Vietnam in developing the semiconductor industry and building a strong supply chain, he said, adding that US businesses highly value the Vietnamese market, sharing information about their operations and expansion cooperation and investment plans in Vietnam in the coming time.
