Binh Dinh province will prioritize attracting potential and reputable investors to key projects, focusing on five main pillars: Industry, tourism, high-tech agriculture, port and logistics services, and urbanized economy. The province is committed to advancing innovations and enhancing the role of the government, aiming to build the province into an attractive and sustainable destination for investors. Toward the 50th anniversary of the Liberation of the South and National Reunification, Mr. Pham Anh Tuan, Chairman of Binh Dinh Provincial People's Committee, granted an interview on this matter with our reporter.

What key objectives and tasks is Binh Dinh pursuing for 2025 and beyond to drive economic growth, attract investment, and develop businesses in celebration of major national events?
2025 is seen as a year of "acceleration" and "breakthrough" to achieve all socioeconomic development goals and targets set for 2025 and the 2021-2025 term and to create space and motivation for the province to enter a new era with the country. Advancing its achievements in 2024, the province will promote the “exemplary, disciplined, focused and breakthrough” spirit and the “5 clear: Clear people, clear work, clear responsibility, clear time and clear outcome” approach. Binh Dinh will effectively implement the following objectives and tasks:
Extending high and sustainable economic growth, driven by processing and manufacturing industries, high-tech agriculture and high-quality services (the GRDP growth was expected at 7.6-8.5%, eyeing over 8.5%).
Eagerly carrying out the action plan for implementation of the Binh Dinh Provincial Planning for the 2021-2030 period, with a vision to 2050, including district planning, urban architecture management planning and detailed planning. The province will complete upgrading An Nhon Town to a provincial city in 2025 and revise the Quy Nhon City Master Plan to 2050.
Working out long-term transport infrastructure development plan to meet socioeconomic development requirements; striving to complete key projects such as local roads (An Nhon and Phu My) linked to coastal roads, the southern bypass to Phu Phong Town, a road from National Highway 19 to Becamex VSIP Binh Dinh Industrial Park and to Quy Nhon Port, and extended Dien Bien Phu Road linked to Diem Van Urban Area; researching and preparing key traffic projects like upgrading and expanding Phu Cat Airport and Quy Nhon-Pleiku Expressway to meet socioeconomic development requirements.
Promoting and attracting investment, with focus on green industry, renewable energy, logistics, high technology and high-tech agriculture; building a transparent and enabling investment environment to woo large investors.

Extending industrial production, agricultural restructuring associated with the new rural development, sustainable poverty reduction; effectively eliminating temporary and dilapidated houses.
Making tourism a key economic sector, striving to lure 10 million visitors to the province by 2025 and earn tourism revenue of VND26 trillion.
Continuing solutions to speed up green transformation and digital transformation; developing digital economy together with green economy and circular economy; facilitating startup businesses and fostering innovation ecosystem.
Finally, carrying out the administrative apparatus rearrangement and reorganization project to increase autonomy, speed up socialization and rearrange public service units; and reviewing and streamlining the public employee payroll in the 2023-2025 period.
These goals not only create strong impressions to commemorate celebratory events but also contribute to developing Binh Dinh province into a dynamic and sustainable economic center in the central region and the country.
By 2030, Binh Dinh will become a leading province in North Central and Central Coast regions, a southern processing, manufacturing, service, tourism and cultural center in the regions; a major national center for marine economic development; and a national and international tourism center. The economy will develop rapidly and sustainably based on the pillars of industrial growth, tourism services, seaport-logistics, high-tech agriculture and urbanization.
The province will successfully carry out digital transformation and innovation goals and strongly improve the investment and business environment. The locality will focus on developing the space and architecture of Quy Nhon City, tapping potential and special advantages of landscape and climate along Thi Nai Lagoon. Binh Dinh will plan to build a new provincial administrative center in Nhon Hoi Economic Zone and develop a national science urban area.
The province will persistently realize sustainable poverty reduction goals, improve the material and spiritual life of the people, preserve and promote the identity and cultural beauty of ethnic groups, and ensure national defense and security.
After half a century of development, especially after 10 years of implementing Resolution 09-NQ/TW of the Politburo dated December 9, 2011, how has the local business community developed? From this foundation, how is the province executing Resolution 41-NQ/TW of the Politburo dated October 10, 2023?
After half a century of construction and development, especially after 10 years of carrying out Resolution 09-NQ/TW of the Politburo dated December 9, 2011, more companies, expanding corporate workforce and improved corporate quality and competitiveness have greatly contributed to socioeconomic development. From this foundation, the province is carrying out Resolution 41-NQ/TW of the Politburo dated October 10, 2023 with solutions and activities as follows:
Improve the effectiveness of state management, create a favorable, safe and equal environment for businesses.
Effectively deploy and implement programs, plans, projects and policies to support business development; foster the spirit of entrepreneurship, especially in new fields; prioritize support for the development of businesspeople, young entrepreneurs and entrepreneurs in disadvantaged areas.
Effectively implement policies to facilitate small and medium-sized enterprises (SMEs) to expand their scale, sharpen their competitiveness, join industrial clusters and value chains, apply science and technology, circular economy, and green economy.
Effectively execute solutions to raise PAPI, PCI, DDCI, PAR and SIPAS indices according to Plan 107/UBND-KH dated June 8, 2023 of the Provincial People’s Committee.
Effectively carry out Decision 510/QD-UBND dated February 22, 2023 of the Provincial People's Committee promulgating the action program implementing Plan 52-KH/TU dated January 6, 2023 of the Provincial Party Committee to execute Resolution 20-NQ/TW dated June 16, 2022 of the 13th Party Central Committee on continued innovation, development and improvement of the collective economy in the new period.
Guide, inspect and supervise enterprises in providing quality products and services; maintain the reputation and brand of enterprises; focus on environmental protection; encourage entrepreneurs and businesses to exercise social responsibility.
Looking forward to the 50th anniversary of the Liberation of the South and National Reunification, could you tell us about the province’s commitments to facilitating and assisting businesses and investors?
Binh Dinh will continue to invite domestic and foreign investors with potential and strong brands to invest in key projects in five main pillars: Industry, tourism, high-tech agriculture, port and logistics services, and urbanized economy.
The province is committed to further innovating and raising the enabling role of the government to build the province into an attractive and sustainable destination for domestic and international investors. It will continue to promote administrative reform, simplify investment and business processes and procedures, ensure transparency, fairness and efficiency. It will establish regular government-business dialogue channels to learn about businesses’ opinions and resolve their difficulties.
Binh Dinh will invest in developing transport infrastructure, seaports, industrial parks and economic zones to provide the premise for giant projects, especially those engaged in industry, logistics and tourism; prioritize projects that use modern environment-friendly technologies, efficiently use resources, and make competitive products. The province will introduce regulatory investment incentives and build more specific support programs to tempt businesses to invest in key areas.
