The fourth Partnership for Green Growth and the Global Goals 2030 (P4G) Summit, held in Hanoi from April 14-17, adopted the Hanoi Declaration on Sustainable and People-centered Green Transition and the P4G Declaration on Strengthening Multilateral and Institutional Partnerships to Promote Green Transition and Sustainable Development.

Adoption of two important declarations
All participating parties reached a common understanding that green transition is an essential journey, an objective requirement, a strategic choice, and a top priority for successfully achieving sustainable development goals. This process requires global, multi-stakeholder collaboration among governments, businesses, communities, and individuals, ensuring inclusive and equitable growth and leaving no one behind.
Prime Minister Pham Minh Chinh emphasized that the discussions within the framework of the Summit were lively, with many insightful opinions, valuable lessons, success stories and breakthrough initiatives for green development. At the same time, many practical activities were organized during the event, including an exhibition on green production solutions and products, as well as business networking events.
Accordingly, the Hanoi Declaration on Sustainable and People-centered Green Transition and the P4G Declaration on Strengthening Multilateral and Institutional Partnerships to Promote Green Transition and Sustainable Development were adopted at the Summit, based on the contributions of all P4G members and partners.
On behalf of the Government of Vietnam, Prime Minister Pham Minh Chinh expressed his gratitude for the attention, sense of responsibility and important contributions of all delegates. He also thanked the Organizing Committee, the P4G Secretariat, and the Conference Service Team for their efforts, responsibility, and effective coordination in enabling Vietnam to successfully assume the P4G chairmanship in 2025.

Five agreements at the P4G
Prime Minister Pham Minh Chinh affirmed five agreements reached at the Summit, namely the consensus on mobilizing financial resources to promote green transition and sustainable development, including public-private partnership models and innovative financial policies; the consensus on encouraging research and development of green technology solutions; the consensus on the sustainable transformation of agriculture and food systems; the consensus on the development and training of a high-quality workforce, particularly in the fields of science, technology and innovation; and the consensus on efficient and sustainable energy transition.
The synergy of the five agreements above reflects shared understanding, awareness, responsibility, solidarity and multilateral cooperation for joint action and collective success.
He called on nations, organizations and businesses to brace up coordination with P4G members; work together to fulfill their responsibilities toward the world's green future; turn commitments into actions, ideas into specific projects, consensus into strong determination for implementation, towards a sustainable and prosperous future for all.
Vietnam pledges to continue siding with member countries and international partners to realize the commitments and initiatives made at the Summit to contribute to promoting a greener and more sustainable future for the next generations.
He reiterated Vietnam’s consistent foreign policy of peace, independence, self-reliance, and the diversification and multilateralization of international relations. Vietnam is a good friend, a reliable partner and a responsible member of the international community. At the same time, it remains committed to achieving its carbon neutrality goal by 2050, contributing to promoting inclusive and sustainable green transition towards a green planet for present-day and future generations.
The closing of the P4G 2025 Summit has opened many new doors for cooperation, acted as a catalyst for new connections, ideas and initiatives, and promoted long-term, substantive partnerships and cooperation.
The success of the Summit affirmed Vietnam's pioneering role in addressing global challenges. Hosting the Summit was of great significance, not only affirming Vietnam's responsible participation and contribution to the common efforts of the international community, but also helping leverage valuable international resources for the country's socioeconomic development.
The hosting of the fourth P4G Summit conveyed to the international community the message of a Vietnam determined to transform its growth model, promote rapid, green and sustainable development, strong economic development achievements and potential, the country's unique cultural values, and the hospitality, friendliness and steadfastness of the Vietnamese people.
At the Summit, countries and international organizations made many commitments to supporting and contributing to green transformation and sustainable development goals. South Korea pledged financial support for future P4G. The UAE pledged to finance US$50 billion for renewable energy projects in 70 countries. Japan will support many projects for 25 countries through a credit sharing mechanism, contributing to the global carbon neutrality goal. Countries also set targets for reducing greenhouse gas emissions and becoming carbon neutral through voluntary nationally determined contributions (NDCs).
