The signing ceremonies took place during a visit to the United States by a high-level Vietnamese delegation led by Party General Secretary and President To Lam, in connection with his attendance at the 81st Session of the United Nations General Assembly.

With Citi, HDBank will expand cooperation across banking, treasury and risk management, capital markets, trade finance, payments, foreign exchange, derivatives, and other financial services. The two sides plan to share in-depth global market information, exchange expertise, and organize training and seminars on relevant financial topics. The partnership with Citi combines HDBank’s customer base, operational capacity, and understanding of the Vietnamese market with Citi’s global network. On that basis, the two sides aim to support Vietnamese enterprises in expanding cross-border operations, accessing international financial resources and markets, and participating more deeply in global supply chains.

With Standard Chartered, HDBank signed a tripartite MoU with Standard Chartered Bank, New York Branch, and Standard Chartered Bank (Vietnam) Limited. The parties will strengthen cooperation in international payments, trade finance, cash flow management, foreign exchange, and capital raising solutions in foreign markets.

Under the cooperation framework, HDBank and Standard Chartered Bank, New York Branch, will explore ways to strengthen existing USD clearing arrangements, coordinate payment processing, and improve service continuity. The parties will also expand cooperation in trade finance, liquidity management, cross-border cash flows, and integrated payment solutions.

In capital raising, Standard Chartered Vietnam may coordinate with relevant units within the Standard Chartered Group to explore potential financing options for HDBank totaling up to US$1 billion. The size, structure, and conditions of each transaction will depend on market developments, legal regulations, due diligence processes, and necessary approvals.

Earlier, Standard Chartered participated in a US$721 million international syndicated loan for HDBank that was structured under social loan standards, contributing to channeling capital to micro, small, and medium-sized enterprises and women-owned businesses.

The MoUs serve as the basis for HDBank and each partner to continue identifying and developing specific cooperation programs aligned with customer needs and each party’s development direction.
