Encouraging Urban Underground Investment

From May 25, 2010, the Government will hand the urban underground space management authority to provincial People’s Committee. This content is defined in the Decree No. 39/2010/ND-CP dated April 7, 2010 on the management of urban underground construction space.

This decree encourages all organisations and individuals to take part in planning and building underground works in appropriate forms of investment. Encouraged construction works include underground traffic systems, car parks, technical works, sewers, ditches and tunnels.

Organisations and individuals involving in building underground works will be given investment supports and preferences under prevailing laws.

Domestic and foreign organizations and individuals have to pay rents in case their urban underground works are used for commercial purposes or enjoy exemption or reduction of rents in case their works are not for commercial purposes.
