Although it started investing in industrial and urban parks not long ago, Khai Son Joint Stock Company has proven its capability and leading position in Bac Ninh province after it succeeded in developing synchronous and modern infrastructure in Khai Son - Thuan Thanh 3 Industrial Park and attracted more than 40 investors from six countries and territories to fill up rentable areas in just three years.
To learn about the success story of Khai Son Joint Stock Company in investing, building and developing infrastructure and attracting investment capital into its industrial Park, reporter Minh Hien interviewed Mr Tran Quang Khai, General Director of Khai Son Joint Stock Company.
Why did Son Khai Joint Stock Company choose Bac Ninh province to invest? What do you think about the local investment environment?
The first motivation is my love for the homeland. I was born and grew up in Bac Ninh province. The very upbringing of the family and the hometown is the foundation for my present success. Returning the hometown with business ambitions and plans is something meaningful to repay my hometown. That is what I always bear in mind.
Besides, Bac Ninh has a very convenient location as it lies in the heart of the so-called golden economic triangle constituted by Hanoi, Hai Phong and Quang Ninh and lies on important trunk roads. The province thus has certain advantages in attracting industries. Importantly, people in Bac Ninh are very studious and skilful.
As regards the investment environment, in my opinion, apart from strict and proper implementation of policies and incentives provided by the central government, Bac Ninh province spared no effort to creating a better investment environment for investors when they came to do business. After just more than a decade, the locality has been licensed to form 15 industrial parks and attracted hundreds of large-scaled projects invested by domestic and foreign investors. These facts are very persuasive evidences.
2008 and 2009 was a tough time for investors because of economic downturn. This coincided with the start of Khai Son’s project. So, how did the company overcome these challenges?
In September 2007, Khai Son was allocated 140 ha of land in Thuan Thanh district to carry out the first phase of the Khai Son - Thuan Thanh Urban and Industrial Park. In 2008, the company began clearing the site, compensating land and building infrastructure. Like other companies, Khai Son also confronted difficulties in the hard time, particularly in fundraising for land compensation and construction.
But with the determination of all staff, Khai Son completed its plans and overcame the economic crisis quite easily. Although its growth was lower than expected, Khai Son managed to stand on its own feet.
Khai Son - Thuan Thanh 3 Industrial Park is considered an example for rapid and effective investment attraction. Could you please talk about that?
Though being a newcomer, Khai Son - Thuan Thanh Industrial Park is rated as one of fastest leasing industrial parks in the country.
Currently, Khai Son - Thuan Thanh 3 Industrial Park is housing more than 40 investment projects from six countries and territories which are occupying the entire rentable area.
Investors choose us because we not only have competitive services but also a green, clean and beautiful destination. Khai Son has successfully applied the advanced planning of the United States and Europe. Our park features modern synchronous infrastructure and green parks surrounding production areas. Moreover, the company invested in wastewater and industrial waste treatment in a way that supports sustainable development.
For sustainable development, what other factors do industrial parks in Bac Ninh province, including Khai Son - Thuan Thanh, need? Would you mind revealing Khai Son's plans?
Bac Ninh now has 15 industrial parks with a combined area of more than 7,500 ha; more than 500 ha each on average. The scale is still small but each has two or three infrastructure investors, thus resulting in more expenses (personnel, administrative expenses, etc.). This reality will lead to the fragmented development, disorder, and unhealthy competition.

Khai Son - Thuan Thanh 3 Industrial Park, invested by Khai Son Joint Stock Company, is located in Thanh Khuong commune, Thuan Thanh district, Bac Ninh province, a strategic position of paramount importance in the Hanoi - Hai Phong - Quang Ninh economic triangle. This modern urban and industrial ark consists of administrative and service zones, industrial park, green zone, urban zone and other facilities.

Although Bac Ninh province has established many industrial parks, only four or five are operative. This should be avoidable. Hence, to sustain development, like other localities in the country, Bac Ninh province must have orderly development, tight State management, and request primary and secondary investors to follow their investment commitments.
The success of Khai Son plays an important role in local industrial development and the development of the company - a newcomer in this field. Anyway, this should be regarded as a first-step success because there are many challenges that Khai Son must overcome to develop more efficiently and sustainably. Khai Son must learn and draw more experience from reality.
In the coming time, Khai Son will ask for an additional 500 ha from the provincial authorities to build a new industrial and urban park. We will also consider new projects in other provinces and cities.
