PVC Proves Competency of EPC Contractor

In just more than three years, PetroVietnam Construction Joint Stock Corporation (PVC) has quickly emerged from being a subcontractor in large oil and gas projects to a leading professional EPC contractor in Vietnam. Its name has been branded on Vietnam’s national key projects, particularly power plants like Nhon Trach 2, Long Phu 1, Thai Binh 2 and the now underway Quang Trach 1, a component of Quang Trach electric power centre in Quang Binh province.
Stronger from every single project
In recent years, PVC, granted the title labour hero by the State of Vietnam, has constantly invested in material facilities and human resources, stepped up the development of construction and installation services, and upgraded competency to assert its position as a leading Vietnamese EPC contractor of industrial, oil and gas projects, particularly mega power plants. Powered by its accomplishments and strong development investments, the corporation has registered and won numerous tenders for huge projects and the Vietnam National Oil and Gas Group (PetroVietnam) has also entrusted the corporation with many important oil and gas projects; especially those requiring enormous investment capital, sophisticated competency and complicated techniques. Its typical projects include Dung Quat oil refinery, Dinh Vu polyester fibre plant, Phu Tho ethanol plant, Nhon Trach 2 thermal power plant, Vung Ang 1 thermal power plant and Long Phu thermal power plant. Most recently, the corporation was named an EPC contractor for Thai Binh 2 thermal power plant. All projects undertaken by PVC are highly appreciated by investors for quality, technology and progress.
 
After the Prime Minister permitted applying the form of direct contracting for the EPC bid of the Quang Trach 1 thermal power plant in Quang Binh province’s Quang Trach electric power centre, the State-run PetroVietnam on July 7, 2011 selected PetroVietnam Construction Joint Stock Corporation as an EPC contractor for the plant. The power plant has a design capacity of 1,200 MW and an annual output of 8.43 billion kWh of electricity. The coal fired and diesel fuelled generator which costs US$1.7 billion is scheduled for operation in 2015. This is an urgent project belonging to the national electricity development plan for the 2006-2015 period, with vision to 2025 (Electricity Planning 4), approved by the Prime Minister.
 
At the EPC contract signing ceremony in Hanoi, Mr Trinh Xuan Thanh, Chairman of PVC Board of Directors, said: The completion and operation of Quang Trach thermal power plant will be a memorable milestone as it will help ensure national energy security, promote local social and economic development, and further improve the capacity and position of PVC as a responsible EPC contractor. He added that PVC will continue strengthening its competency, qualifications and experience in design consultancy and mastering manufacturing technologies to undertake 50 percent of design works and improve the localisation rate of products used for its large-scale power plant investment projects in Vietnam. The corporation is striving to become a top-tier contractor in Vietnam and extend its business throughout the region.
 
Substantiating the competency of EPC contractor
The demand for electricity has risen rapidly in recent years as economic growth accelerates. Vietnam’s GDP growth is expected at 7-8 percent a year in 2010 - 2015 and the power demand is estimated to climb 15-17 percent annually. Hence, the construction of Quang Trach 1 thermal power plant in the Quang Trach electric power centre is essential to meet the electricity demand in the region and in the entire country; another stepping stone for realising Vietnam’s target of becoming an industrialised nation by 2020.
 
Aware of the importance of Quang Trach 1 thermal power plant to the national economy, PVC as an EPC contractor will coordinate closely with the investor, consultants, local authorities and residents while promoting its strengths, competency, experience and enthusiasm as a professional oil and gas project builder and striving for the best technical quality, pledged construction progress and absolute working safety.
To become a larger and more professional EPC contractor, PVC has gradually upgraded its internal strengths and competitiveness and prepared all necessary conditions, like applying experience in administration, scheduling and construction of projects it gets involved in.
 
In addition, the corporation will establish an Executive Board and grant it full authority to directly perform its roles on the working site to boost its capacity of coordinating and leading the entire system to maintain direction, progress, quality and effect. As the company attaches special importance to managing construction progress and contractor quality, the Executive Board will have full power to request subcontractors to provide sufficient construction plans, personnel, materials and equipment to ensure the progress and quality of projects. The EPC management apparatus is streamlined and professionalised. It will work on site and keep close and direct contacts with investors to ensure the highest quality of projects.
