Those were words of Mr Nguyen Quang Huan, Director General of Thang Long Infrastructure Development JSC (Infra-Thanglong) on the occasion of sharing the results after 10 years observing Directive 07 – CT/TW by the Bureau of Politics (Poliburo) on “Enhancing the development of the Party and people’s organizations within enterprises” and 5 years observing the Party’s resolution on approving Party members’ right to do business.
Mr Huan said: Appreciating the role of leaders in developing the Party, since its foundation, Infra-Thanglong has paid attention to establishing a Party Cell and organizations such as the Labour Union and Youth Union; regularly cultivated virtue to raise awareness and built capacity for key personnel and the youth.
Can you share some outstanding results that Infra-Thanglong has gained implementing Directive 07 – CT/TW by the Poliburo on “Enhancing the development of the Party and people’s organizations within enterprises” and 5 years observing the Party’s resolution on approving Party members’ right to do business?
Vietnam Communist Party’s permission for Party members to do business was an important step in the Party’s awareness in the new period, giving motivation for members to contribute to private economic sector development, boosting national economic growth and creating new internal force in the Party. Being a Party member and the founder of Thang Long Infrastructure Development JSC, I am fully aware of observance of Directive 07-CT/TW by the Politburo, thus, asked for permission to establish Labour and Youth Unions so union members can have activities as in state organizations. We also asked to establish the Party Cell since the very beginning of Infra-Thanglong and strictly observe Statutes and Resolutions by the Party in the third Meeting of Communist Party of Vietnam in the tenth course.
Concerning business, from only 6 staff initially, we have expanded to the current over 80 employees, 3 subsidiary companies and operating area in over 40 provinces and cities across the country. We are also determined that the company will have a part in driving the development of the society. We have kept in mind the motto “Rising up in the epoch” and business ethic of “No chasing profit by unfair means”. Thus, the company has an increasing reputation in the eyes of customers and international partners, and has been honoured with many credits and certificates by Hanoi People’s Committee, Construction industry’s Union and Ministry of Construction.
Can you share your experience in organizing and developing Party membership in the past year and the next plan in the company’s Party Cell? In your opinion, what are the advantages and disadvantages of developing the Party within private enterprises, as opposed to other sectors and organizations?
We have fostered communication, education, campaigns, and raised awareness of the duties to enhance Party development and people’s organizations in enterprises, under Directive 07 – CT/TW by the Politburo, among staff and employees of the company. We put special emphasis on key personnel and qualified young members. In that way, we have not only built up a strong team of party members but also prepared for the succeeding generation, and improve human resources in depth and width.
Since I am now the Secretary of the Party Cell cum Director General and have a passion for development of the Party, so activities of the Party Cell and Party member promotion and other social activities are always given the best conditions. The company’s Party organizations have initially shown their roles and positions, actively contributed to stability and development of businesses. In addition, our Party Cell is directly under Dong Da District Party, which helps us to receive active and timely support from the District Party for Party development and other activities.
The difficulties in development of the Party in enterprises, especially private ones, originate from their having to emphasize economic growth, which results in a limited role for Party organizations in business activities. Moreover, the staff involved in party affairs have not been officially trained. To some extent, the connection between the Party members in the company and higher level supervisors has not been paid as much attention as in other State organizations.
The Poliburo has issued Resolution 09-NQ/TW on building and promoting the role of Vietnamese entrepreneurs in the period of accelerating industrialization, modernization and international economic integration. Being a successful entrepreneur, how to you feel about this resolution?
The daily increasing number and scale of enterprises in economic sectors has made entrepreneur community continuously grow, making great contribution to compliance of social-economic strategy, job creation and social welfare issues; hunger eradication and poverty reduction. Businessmen have promoted national morale, social responsibility; gradually improved their reputations, products and corporate brands, helping to increase the position of Vietnam in international markets. This is a sound resolution reflecting the qualification of the Central Party Committee, encouraging Vietnamese entrepreneurs to overcome difficulties and challenges.
Resolution 09-NQ/TW clearly reflects the outlook: “Facilitate the development of the entrepreneur community in both quantity and quality, improve qualifications and knowledge of entrepreneurs, with a focus on raising awareness, ethics, social responsibility and national morale in the entrepreneur community.” This confirms that the Central Party has greatly appreciated role of businessmen, which creates legal conditions and motivation for me, in particular, and for Vietnamese entrepreneurs in general to fulfil the expectations of the Central Party Committee. One day, international friends and all Vietnamese will not be mere money earners, but also educated people with a passion for the country’s prosperity and social democracy.
