CII Plays Key Role in Investment Socialisation for HCMC Infrastructure Development

HCM City is a big economic centre of Vietnam, therefore, infrastructure development is among urgent tasks. State budget fails to meet increasing capital for infrastructure projects. To ensure the city’s capital for infrastructure development in a sustainable way, investment socialisation is the right approach and Ho Chi Minh City Infrastructure Investment Joint Stock Company (CII) was born to serve this requirement.
In 2011, under the decision of the municipal People’s Committee, CII was set up with the participation of three shareholders namely the HCM City Investment and Development Fund (currently known as he Ho Chi Minh City Finance and Investment State-owned Company), Volunteer Youth Trade - Production and Export-Import Company (now called as Volunteer Youth Public Services Company) and HCM City Investment and Services Company. To date, CII has invested in many key infrastructure projects for the city’s socio-economic development, serving locals. Over the past ten years, CII has mobilised capital for infrastructure projects by different forms such as buying rights to collect traffic fees by state funding, investing in transport infrastructure and recovering capital under the form of BOT and acting as a founding shareholder to form investment joint stock company in infrastructure development.
 
After being established, CII has marked its operations by receiving the rights to collect traffic fees on Dien Bien Phu and Kinh Duong Vuong routes. CII has applied many measures to raise its staff’s capacity in traffic fee management and collection. CII is the first unit in the country researching and successfully applying automatic and semiautomatic collecting system using infrared technology and bar code technology, instead of previous manual technology. CII has also participated in many expanded BOT projects such as Hanoi Highway, Binh Trieu 2 bridge and road projects and also worked as a founding shareholder to establish joint stock companies which develop infrastructure projects, including Thu Duc BOO Factory, Dong Tam Water Plant, Kenh Dong Water Treatment Plant and Phan Rang-Thap Cham pypass.
 
Over the past ten years, CII has focused on infrastructure projects, making great contribution to the city’s infrastructure development. With the good prestige in traffic fees collection, in November 2006, HCM City authorities continued assigning CII to collect traffic fees to recover investment capital for Binh Trieu Bridge 2 and in March 2009, CII became the investor of Binh Trieu 1 bridge and road project (part 1, phase 2). The project is not only significant to the economic and transport development of the city but also the neighbouring localities in the south east and central highland regions.
 
According to the city’s transport development by 2020 and a vision until 2030, Hanoi Highway is a key route in the eastern gateway at present and the future, thus, expanding Hanoi Highway is among urgent tasks of the city. Being the investor of the project for expanding Hanoi Highway marked a breakthrough of CII. This is not only the city’s important transport project but also the biggest project of CII with a total investment capital of VND5.43 trillion. Besides, the municipal People’s Committee has allowed CII to invest in the construction of Provincial Road No. 25’s second phase. The road is expected to ensure traffic circulation for Cat Lai Port, which is upgraded and expanded under the city’s instruction to move ports out of the inner-city areas and also receive vehicles running through Phu My Bridge as well as those through East-West Highway.
 
Apart from projects which CII directly invests in, currently, CII advances capital for other key transport projects such as Phu My Bridge, new Dong Nai Bridge and new Rach Chiec bridge. Rach Chiec Bridge, with a total investment of over VND1 trillion, is carried out by CII under the form of advancing the whole capital and traffic fees collection for capital return combining with the fee collection on Hanoi Highway. This is an important bridge linking HCM City and the south eastern region and the north, expected to boost the socio-economic development of the city as well as the southern key economic zone.
 
CII is also a pioneer in the implementation of water treatment using the most modern and advanced technology in HCM City and its neighbouring localities. Recoganising the urgent need for clean water of industrial parks and new urban areas, CII has invested in three projects namely Thu Duc BOO Factory, Dong Tay Water Plant (Tien Giang Province) and Kenh Dong Water Plant (Cu Chi District).
 
The achievements over the past ten years have marked the development and efforts of CII to affirm its prestige in the market. Director Nguyen Minh Chien said, in the future, CII will continue targeting to become a professional financial investor in the areas of infrastructure, water drainage, parking lots, waste treatment.
