Transfer of Obsolete Technologies Prohibited
The Ministry of Science and Technology has issued criteria and procedures to determine the list of technologies encouraged for transfer, limited for transfer, and prohibited from transfer.
The Circular 18/2012/TT-BKHCN dated October 2, 2012 specifies that technologies rated backward, low efficiency, and material consumption; technologies generating hazardous wastes to humans, ecology and environment; and technologies causing wastes of resources and minerals will be banned from transfer.
Technologies creating traditional products carrying high ethnic identity; production technologies basing on experience, traditional secrets, or using rare Vietnamese-typical species, minerals and materials, etc. are limited from transfer from Vietnam to foreign countries. Technologies using old machinery, equipment and not saving energy; technologies creating products from toxic chemicals or creating products by genetically modified method or having direct impact on human health, etc. are limited from transfer from foreign countries to Vietnam and the Vietnamese territory.
Technologies encouraged for transfer from foreign countries into Vietnam and the Vietnamese territory include advanced technologies creating outstanding products, create manufacturing industries, and culturing new products yet to be available in Vietnam, producing clean energies, etc.
