Strategies for Vietnam Transportation Development Adjusted

The Vietnamese Prime Minister has approved the adjustment of the transport development strategy to 2020, with a vision toward 2030.
 
Accordingly, by 2020, Vietnam transportation system will have basically met the needs of freight and passengers with good quality and reasonable price, safety and convenience, striving to reduce traffic accidents and limit environmental pollution.
 
A rational transportation system between modes of transport will have been shaped to develop synchronically towards modernization to help the country basically become a modern industrialised country by 2020.
 
By 2020, total passenger volume will be 6,240 million, of which roadway will take 86-90 percent of the passengers; railway 1-2 percent, inland waterways 4.5 - 7.5 percent and aviation 1-1.7 percent. Total cargo volume will be 2,090 million tons, of which roadway will take 65-70 percent; railway 1-3 percent; inland waterway 17-20 percent; sea road 9-14 percent and aviation 0.1- 0.2 percent.
 
Focus on construction of north-south highways
On transport infrastructure development along the North-South axis, investment in upgrading and expansion of Highway 1 with four lanes will be given priority. Construction of a number of road sections on the North-South Highway will be focused on with appropriate time, taking into account the overall effect of the exploitation of the parallel highway 1. The Ho Chi Minh route will be invested for connecting and upgrading, especially the part across the Central Highlands. It’s also important to choose some parts of coastal road linking the sea dikes to invest.
 
In addition, the strategy focuses on upgrading and modernising the existing north-south rail line. It will continue to study the feasible plan to have appropriate investment in building high-speed rail.
 
The strategy also aims to develop route network mainly along the model of axis with high extraction frequency, good transit service at the two centers of Hanoi and Ho Chi Minh City.
 
Reserving 16-26 percent of land fund for urban transport
The strategy also aims to develop a reasonable urban transport infrastructure and mass transit systems and reserve 16-26 percent of the land fund for urban transport
For large cities, the strategy aims to develop bus system, and implement the construction of mass public transport services such as railway and subway to reach high rates of 25-30 percent of passengers.
 
In addition, it aims to control motorbikes and personal cars, especially in Hanoi and Ho Chi Minh City.
 
By 2020, 70 percent of commune roads will be asphalted or concreted
On development of rural roads, by 2020, it aims to to maintain, strengthen and upgrade existing communication network in accordance with the technical standards of rural roads, to meet the requirements of industrialization and modernization of agriculture and rural areas. The rate of asphalted or cement roads will have been 100 percent for district roads, and 70 percent for commune roads and 50 percent for village roads.
 
In addition, it aims to complete new road to the center of communes and groups of communes without roads, agriculture, forestry and industrial sites. It aims to gradually build a tunnel system, a bridge at the intersection of highways, national highways and local roads to ensure traffic safety. For the Mekong River Delta, it aims to focus on water transport development.
 
At the same time, it aims to study using local materials, and choose pavement structure appropriate to climatic conditions of each region, focusing on the cement used in the construction of rural road upgrading.
 
Rational use of traditional means of transport, development of small motor vehicles in accordance with the conditions of rural transport infrastructure and in accordance with the standard of living of the majority of people.
 
Promoting the advantages of road transport with high mobility
Along with transportation development strategy of Vietnam, the Prime Minister also approved the adjustment of development planning of road transport in Vietnam up to 2020 and toward to 2030 with the goal of meeting demand for freight and passengers with good quality and reasonable price, safe, convenient, curb strive to reduce traffic accidents and limit environmental pollution; promote the advantages of road transport with high mobility and efficiency within the short-haul operations, consolidation, creating carriages for other means of transport.
 
Specifically, by 2020, the volume of passengers will have been 5.6 billion passengers with 154.56 billion rotatory passengers; carriage volume of 1,310 million tons and 73.32 billion tons of freight; motor vehicles are approximately 3.2 - 3.5 million vehicles.
