Following the recommendations and solutions to support the real estate market put forth at the 11th meeting of the Central Steering Committee for Housing and Real Estate Market Policy, Deputy Prime Minister Hoang Trung Hai recently announced 10 tasks that need to be done, with focus for the real estate market in the coming time.
Under the direction of Deputy Prime Minister Hoang Trung Hai, the Ministry of Construction, the State Bank of Vietnam (SBV), relevant ministries, agencies and members of the Central Steering Committee for Housing and Real Estate Market Policy need to focus on tasks specified in the Government’s Resolution 02/NQ-CP, specifically as follows.
1. Continue to step up reviews and adjustments to construction plans, approve local land-use planning to lay the groundwork for deploying projects
2. Continue to accelerate policymaking. The Ministry of Construction coordinates with relevant ministries and research institutions to make amendments to the Housing Law, the Law on Real Estate Business; review and tackle shortcomings of legal document system relating to housing sector and real estate business to facilitate policy enforcement, and expeditiously complete draft decrees and policies on the management and development of social housing.
3. Continue to guide housing development project reshuffle, convert commercial housing projects to social housing projects.
4. Research stimulus mechanisms and policies on the development of rented housing projects, convert residential housing projects to rented housing projects, guide personal investors to build standard, quality houses for rent
5. Continue to step up Government-backed housing development programmes like housing support programme for people with meritorious services to the revolutionary cause of the nation, pro-poor housing programmes in line with the Prime Minister’s Decision 167/2008/QD-TTg dated December 12, 2008, flood-shelter housing programme for poor households in central region, flood-shelter and flood-prone housing programme in the Mekong Delta (phase 2), housing development programme for students, missing housing development programme. Perfect management and development policies on social housing, housing for workers in industrial zones, old apartment upgrading programme, cultural work construction programme, and social welfare facility construction programme for workers in industrial parks.
6. Ministry of Justice collaborates with the State Bank of Vietnam and the Ministry of Construction to guide notarisation of housing mortgage in the future when buyers borrow money from banks.
7. The Ministry of Finance collaborates with the Ministry of Natural Resources and Environment and the Ministry of Construction to guide the settlement of land-use fees for the conversion of commercial housing projects to social housing projects.
8. The State Bank of Vietnam collaborates with the Ministry of Construction and other relevant agencies to monitor, guide and inspect commercial banks in the disbursement of VND30 trillion for social housing, lent to housing companies and individual borrowers, as stipulated in the Prime Minister’s Resolution 02/NQ-CP.
9. Provincial/municipal People's Committees continue to review housing development projects, reform administrative procedures in order to remove difficulties for enterprises, accelerate the restructuring of housing projects and conversion of commercial housing projects to social housing projects, and direct the placement of land funds for social housing projects.
10. The Ministry of Construction, relevant ministries and agencies, and provincial/municipal People's Committees step up the information and communication to raise understanding of organisations and individuals about laws on housing and real estate markets, publish information on real estate investment and business.
The above 10 key tasks will be the basis for concerned ministries and agencies to make solutions to ease current difficulties on the real estate market.
