The Ministry of Finance said it has advised and recommended the Government on regulations on projects converting poor forest land into rubber growing area, allocating land for hydropower work construction, and mining in remote and extremely poor areas. No land rental exemption or reduction is applied to ensure the income of the State Budget.

However, to encourage and attract companies to invest in agriculture and the countryside to restructure farming land uses, it is suitable to apply preferential land policies on investment projects in areas with difficult socioeconomic conditions. According to Decree 108/2006/ND-CP dated September 22, 2006 on detailed regulations and instructions for the enforcement of some articles of the Investment Law, only hydropower work construction investment projects are applied preferential land policies in investment-encouraged areas.

The Ministry of Finance will consider amending and supplementing land policies on no land rent exemption and reduction for mining projects in remote, extremely poor areas.
