The Ministry of Construction is working out an industrial lime production development plan for the period from now till 2020, with a vision to 2030, to submit to the Prime Minister for approval, in a bid to improve the efficient use of mineral resources, protect the environment, avoid investing in old and backward technologies, and address oversupply.

The development plan is one of the policies created to implement the Directive 02/CT-TTg of the Prime Minister on strengthening State management over mineral exploration, exploitation, processing, utilisation and exportation. This plan also aims to lay the cornerstone for abolishing backward lime production facilities.

To realise this plan, the Ministry of Construction asked Provincial/Municipal People’s Committees to halt licensing new lime production projects if they have no permits from the Ministry of Construction. Besides, provincial/municipal authorities are told to revoke investment licences for lime production projects if their registered lime ores are not suitable for construction material production, as stipulated in the Mineral Exploration, Exploitation, Processing and Utilisation Plan (stated in Decision 45/QD-TTg dated January 9, 2012 of the Prime Minister) or do not have assessment reports on technological level and scale, environmental assessment reports and reports on compliance to land-use and construction plans.
