The tax sector has been making great efforts to achieve the budget plan set for 2013.


According to statistics in recent years, 2013 may be a year that tax sector faces a lot of difficulties and challenges due to objective elements. Economic downturn has negatively impacted enterprises so the tax sector has had to offer many solutions such as tax exemption, reduction, and extension for enterprises, leading to a decrease in provincial budget revenues.

For the past year, enterprises have faced numerous difficulties; especially, those in the sectors of construction materials, infrastructure and real estate have been in the hardest situation. Till now, thanks to appropriate solutions of the Government and enterprises’ efforts, their business becomes more stable. However, because of the long-term economic downturn, they still fail to achieve the growth rate like previous years.


It is a really tough task to realize the budget revenue plan for this year; and to make the mission possible requires overall engagement of many central and local governments. A focus should be placed on supervising, rechecking and identifying tax liabilities; improving management activities of product flows through borders, which are related to value added tax, and preventing smuggling and trade fraud.


Domestic revenues seem to be even more difficult. Tax agencies become a major unit to check, classify tax liabilities, and collect arrears from those whom are capable of repayment. Furthermore, they also urge tax payers to fulfil their duties to the State. They also tighten controls over restaurants, hotels and tourism activities.


Tax agencies have strongly directed affiliates to recheck, and recount tax tightly. They have also directed the deployment of new revenues and the implementation of expenditure savings. By doing so the tax sector expects to accomplish its budget plan.
