13th National Party Congress: Fostering Power of Great National Solidarity

The 13th National Party Congress is themed “Strengthening the construction and rectification of the Party and a clean and strong political system; inspiring the ambition for the development of a prosperous, happy country, fostering the will and strength of national solidarity combined with the power of time; comprehensively and consistently accelerating innovation; firmly building and defending the fatherland, maintaining a harmonious, peaceful and stable environment; striving for becoming a developed socialist-oriented country in the middle of the 21st century.”

With the motto “Solidarity - Democracy - Discipline - Creativity - Development,” the Congress reviewed the implementation of the Resolution of the 12th Congress; looked back at 35 years of reform, 30 years of implementing the 1991 Platform, 10 years of implementing the supplemented Platform in 2011, and the 2011-2020 socio-economic development strategy; determined the socio-economic targets and orientations for the 2021-2025 period (celebrating the 50th anniversary of national reunification); determined the targets and orientations toward 2030 (celebrating the 100th founding anniversary of the Party) and the development vision toward 2045 (celebrating the 100th anniversary of the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam).

According to General Secretary and President Nguyen Phu Trong, the 13th National Party Congress is a great political event of our Party, our country and our people, having special significance in the process of fostering inclusive and complete renovation, integration and development of the country. Our Party cadres, members and people are eagerly expecting and believing in correct, strong, and wise decisions of the Party.

Over the past five years, grasping advantages, opportunities and overcoming difficulties and challenges, especially impacts of the pandemic and natural disasters, the entire Party, the entire people, the entire army have upheld patriotism, solidarity, determination, courage, creativity, strived to attain many very important comprehensive achievements; develop the country rapidly and stably; consolidate and raise the public confidence in the Party, the State and the socialist regime.

The past tenure saw Vietnam's economic growth being kept at quite a high rate, about 5.9%, with a stable macroeconomic foundation and strong growth in exports and social investment.

The Party and political building and rectification have been conducted comprehensively, synchronously and effectively on all aspects of politics, ideology, morality, organization and staff. The inspection, supervision and fight against corruption, waste and negative acts have been carried out drastically, methodically and in-depth. Many economic violations and corruption cases have been prosecuted strictly to win the trust of people, officials and Party members. Corruption, self-evolution" and “self-transformation” within the Party have been gradually restrained and prevented.

In 2020 the COVID-19 pandemic produced a strong impact on Vietnam and caused socio-economic losses, but with great efforts, the country managed to contain the plague. Vietnam was considered a leading light that successfully achieved the "dual goals” of successfully controlling and preventing the COVID-19 pandemic and recovering the economy.

After 35 years of doi moi (renovation), 30 years of implementing the National Construction Platform in the transition period to socialism, the theory of the renovation path, socialism and the path to socialism in our country has been increasingly completed and gradually realized. We have made great achievements with historical significance, and developed more strongly and more comprehensively than before the renovation period.

“We can still confidently say that never has our country had the opportunity, international reputation and position it has today. These achievements are crystallized from creativity, persistent, sustained efforts made by the entire Party, the entire people and our entire army through many congressional tenures; reaffirming our right path to socialism that matches natural rules, Vietnamese practices and development trends of the times. Our Party's renovation policy is right and creative; our Party's leadership is the most decisive factor to all victories of the Vietnamese revolution.  The Party's political platform continues to be the flag of ideology and theory that leads our nation to firmly speed up comprehensive and concerted reform; the foundation for our Party to complete the way of building and defending the Socialist Republic of Vietnam in the new era,” General Secretary, President Nguyen Phu Trong stated.

Regarding the direction and tasks of the 13th Congress and beyond, General Secretary, President Nguyen Phu Trong asked the entire Party, the entire people and the entire army to thoroughly grasp five basic principles and concretize 12 strategic orientations for national development in the 2021 - 2030 period. Fostering the will and strength of the entire nation, the unity of the "will of the Party, the desire of the people", resolving to carry out all tasks and solutions stated in the documents submitted to the 13th Congress to bring Vietnam into a new stage of development with six central tasks and three strategic breakthroughs put forth by the 11th and 12th Congresses, supplemented and concretized by this Congress to match the new development stage.

Six groups of key contents are: further enhancing Party construction and rectification; building a socialist rule-of-law state and a clean and strong political system; vigorously and effectively reforming the growth model; restructuring the economy; and inspiring the spirit, will and determination to develop a prosperous and happy country.

When carrying out the above key tasks and major solutions, it is essential to focus on investing resources and achieve a substantive change in three strategic breakthroughs proposed by the 11th and 12th Congresses, supplemented and concretized by this Congress, said General Secretary, President Trong.

The strategic breakthroughs include perfecting development institutions, first of all, institutions for development of the socialist-oriented market economy; developing human resources, especially high-quality human resources, giving priority to human resources for leadership and management in key fields; building a synchronous and modern infrastructure system, both economically and socially, for the environment, national defense and security, with priority given to the development of key national traffic and climate projects; developing information and telecommunications infrastructure, creating a national digital transformation platform, and gradually developing the digital economy and digital society.
