As the world speeds up its energy transition, renewable energy has emerged as a strategic pillar of sustainable development. Vietnam’s Resolution 55-NQ/TW of the Politburo sets explicit national targets: renewable energy should comprise 15-20% of total supply by 2030 and 25-30% by 2045. This policy offers both guidance and a foundation for localities to realize their potential and attract investment in renewable energy development.
Dien Bien is widely recognized for its strong potential to host large-scale clean energy projects. Since 2019, Envision Energy Singapore Pte. Ltd. (EES) for Southeast Asia has identified Dien Bien as a strategic investment destination, launching a roadmap to survey, develop, and implement wind and solar power projects using advanced technologies.

Envision Energy’s vision extends beyond simply supplying renewable electricity to the national grid. The company aims to help create a new growth engine for Vietnam’s Northwest region. The project is organized into four phases: surveying, completing legal procedures, construction, and operation. Among these, the use of modern technology is considered a decisive factor to ensure efficiency and minimize environmental impact.
To realize this strategy, the Dien Bien government is focusing on synchronizing transportation and transmission infrastructure, streamlining administrative procedures, and building a transparent, efficient investment environment. These are critical conditions for enhancing competitiveness and building investor confidence, particularly among international partners.

The project’s impact extends beyond the energy sector. The establishment of wind and solar power plants will create jobs, increase local budget revenue, and stimulate supporting industries and services, driving a sustainable shift in the province’s economic structure.
According to Envision Energy, with the strong commitment of local authorities and close cooperation with the business community, Dien Bien has the potential to become a regional renewable energy hub, contributing to Vietnam’s national energy security strategy and the country’s Net Zero by 2050 commitment.
The presence of renewable energy projects in Dien Bien reflects not only the province’s growing investment appeal but also the emergence of a new development model that combines natural advantages with national strategy and global technology to build a green and sustainable future.
