TREATI, a EU-sponsored activity programme of MUTRAP (Multilateral Trade Assistance Project), is considered an efficient tool to help Vietnam examine the implementation process in the fields of trade, fisheries and others in order to bring this process nearer to the EU rules.
In 2003, TREATI (Trans-Regional EU-ASEAN Trade Initiative) was initiated to boost trade and investment between the EU and ASEAN through the establishment of a dialogue framework and construction of cooperative policies in the fields of investment, market expansion and trade facilitation.
 
According to the Vietnamese initiative – the ASEAN coordinator in economic cooperation with the EU, cooperative activities of TREATI will be oriented to assist preferential ASEAN-integrating sectors. Initially, supports will focus on four sectors, namely agriculture, fisheries, furniture and electronics. The TREATI common solution groups are trade and investment facilitation, technical standard harmony, and quarantine requirements.
 
With the TREATI framework, several activities have been carried out, such as organising conference on EU’s food safety policies, preferential business fields, EU’s chemical standards, electric and electronic wastes, and trade facilitation (including customs and import-export procedure simplification). In addition, a senior policy dialogue on EU economic integration was also opened.
