Phuoc Kien Real Estate Business Investment Joint Stock Company (Phuoc Kien JSC) signed cooperation agreements with APAVE Vietnam and Southeast Asia, a member of France’s APAVE Group, and Hoa Binh Construction and Real Estate Corporation (Hoa Binh Corp) to build a real estate project chain in Ben Tre province on March 21, 2009 at Ham Luong Hotel, Ben Tre Town. The Vietnam Business Forum talked with Mr Nguyen Tri Dung, Managing Director of Phuoc Kien JSC, on these projects.
Phuoc Kien JSC has recently signed cooperative deals with its partners to execute a project chain in Ben Tre province. Would you mind providing more information about this cooperation?
In the middle of March 2009, we inked cooperative contracts with our strategic partners to carry out our project chain in Ben Tre province. We signed with Hoa Binh Construction and Real Estate Corporation, the main contractor, and APAVE Vietnam & Southeast Asia, the manager and operator of the project. We also put our signature on a contract with Ben Tre Construction Material Joint Stock Company for site clearance and material provision.
Which projects in Ben Tre does Phuoc Kien plan to invest in?
We are executing three investment projects in Ben Tre province with a total capital of around US$4 million.
The first is the An Phu ecological resident and resort complex in Chau Thanh district, Ben Tre province (commonly known as Mekong project). This 100-hectare project was ratified and signed by former Chairman of Ben Tre Province People’s Committee, Cao Tan Khong. The investment decision is coded Decision 1039/UBND-TMXDCB dated March 19, 2008.
The second is the An Phu commercial - service - tourist zone in An Khanh commune, Chau Thanh district, Ben Tre province (known as Rach Mieu project). This 100-hectare project was approved and signed by the Chairman of Ben Tre Province People’s Committee, Nguyen Thai Xay. The investment decision is coded Decision 4367/UBND-TMXDCB dated October 28, 2008.
The third is the construction of infrastructure of the East-West Boulevard Urban Zone in Ben Tre province. The project was approved and signed by the Chairman of Ben Tre Province People’s Committee, Nguyen Thai Xay. The investment decision is coded Decision 151/UBND-TMXDCB dated January 14, 2009. We will build a bypass road from National Road 60 to Nguyen Hue Road.
What are the objectives and meanings of these projects?
Ben Tre ranked seventh out of 64 provinces and cities in terms of provincial competitive index. Or in other words, the province has a good investment climate. Ben Tre has established a stable investment climate and it is improving as time goes by. It also applies many investment incentive policies to raise domestic and international capital. According to investors, the Ben Tre economy is dynamically developing and is playing a greater role in the national economy. Investors will find more favourable conditions in the province.
When we invested in the above projects, we wanted to contribute to the provincial economic and social development, exploit and promote potentialities and advantages of the province, especially green tourism. We expect Ben Tre to become a tourist hub, a modern community to heighten the value and position of the province in the new era.
Many provinces and cities have better potential and advantage than Ben Tre in terms of geographic location, infrastructure and many other aspects. Why did Phuoc Kien choose Ben Tre?
In our opinion, Ben Tre generally has a higher competitiveness than regional provinces. Moreover, Ben Tre has all favourable conditions for development: time, location and human resource. Specifically, in terms of time, the ongoing economic slowdown and downsizing investment channels are good opportunities for Phuoc Kien to promote its investment projects in Ben Tre province and provincial authorities are delightfully supporting our projects. In terms of location, Ben Tre is endowed with many natural advantages and development potentialities, especially for tourism development. Ben Tre town, the capital of the province, is only 86 km from Ho Chi Minh City, the largest economic centre in Vietnam, and is surrounded by southern dynamic provinces. Especially, Rach Mieu Bridge and National Road 60 have linked the province with Tra Vinh, Soc Trang, Bac Lieu and other provinces in the nation, breaking the long-standing isolation of the province. In terms of human resource, leaders of Ben Tre province are ready to receive and work with investors and support investors to carry out their projects. The authorities and people of Ben Tre have long wished to see a brighter face.
However, to realise any goals, it requires vision, capacity and a high calibre of the implementers. Therefore, Phuoc Kien picked APAVE, a leading trademark in construction appraisal and supervision, and Hoa Binh Corp, a leading constructor, as its strategic partners to execute world-class projects.
