SME Human Resources Get Helping Hand
Vietnamese Prime Minister Phan Van Khai issued Decision 143/2004/QD-TTg on August 10, 2003 concerning a VND119.4 billion programme to assist human resource training for small and medium-sized enterprises (SMEs) in the 2004-2008 period. The decision originates from the fact that human resources are one of the weakest points of SMEs, an important part of Vietnam’s socioeconomic development strategy.
The program is under a master plan on national economic development and is carried out by the Ministry of Planning and Investment in coordination with relevant ministries and branches and business associations. It will pay particular attention to individuals and organisations that want to start their own business, woman entrepreneurs and business assistance providers.
The program is divided into two stages. The first (2004-2005) will conduct surveys on the specific needs of SMEs for human resource training, and will organise seminars and experience exchanges with both local and foreign organisations to improve the capability of SMEs’ owners. The second stage (2006-2008) is expected to involve ten courses for training lecturers, 1,900 courses for business administration, 1,400 courses for starting your own business and 274 courses for market promotion skills. Business assistance service providers will also be provided with comprehensive training on administration, marketing, finance/accounting, technology, and human resources.
