The Prime Minister on March 2 signed the Decision No. 41/QD-TTg to enforce the Ordinance on licensing import goods. Under the ordinance, import certificate licensing bodies have to inform licensees in writing of all material and information needed in application forms to attain import certificates.
Materials and information related to import certificate-granting procedures include organisational conditions of licensees, certificate granting bodies, import good catalogues, which will be published overtly 21 days before the granted certificates become effective and will be posted on certificate licensing bodies’ websites as well as their notice boards. Under the ordinance, licensees only need to apply for the import certificates at one state organ, and if more, not exceeding three. Import certificate licensing bodies are not allowed to turn down application forms with minor mistakes and customs offices are not permitted to reject imported goods listed on import certificates if there is a slight difference in quantity and in value or weight which can be caused during shipment or loading and unloading. This Decision comes into effective on September 1, 2005.
