To maintain a strong, united and unanimous Party, the Party Committee of Tien Phong Plastic Joint Stock Company pays special attention to Party building. Vietnam Business Forum has an interview with Mr Tran Ba Phuc, Secretary of Party Committee and President of Tien Phong Plastic Joint Stock Company, on Party-building achievements of the company. Tran Tung reports.
In the current context of international economic integration, what solutions and orientations does the Party Committee take to promote pioneering and exampling roles of Party members?
The Party Committee always joins hands with local governments to guide its employees to build and develop the company. Especially after it went public in 2005, the roles of the Party Committee have many changes to match reality. It is quite obvious that the Party building and operation in non-State enterprises are not very favourable. For Tien Phong Plastic, the leadership roles of the Party have been clearly defined and asserted since it became a joint stock company. We have created operating and coordinating mechanisms and regulations for the Party Committee, the Board of Directors, and the Executive Board. We specify the roles and responsibilities of the Party Committee when it works with the Board of Directors and the Executive Board to create plans and strategies for investment, production and business development. The Party Committee inspires its members to outperform in all emulative production and business activities.
In reality, this process encountered difficulties in joint stock companies which used to be State-run entities. What were difficulties in Tien Phong Plastic and how did the Party Committee lead the company to pass through?
When the operating model was changed from State-owned enterprise to joint stock company, the employees did not know much about equitisation. They were unaware of their positions, roles and interests in the new company. The Corporate Reform Committee of the Company collaborated with the Enterprise Reform Committee of the Ministry of Industry and Trade to open training courses on equitisation for concerned employees and Party cadres. In that context, the Party Committee applied many measures to inform employees of the new mechanism. The Party Committee played a very important role in explaining the nature of enterprise equitisation, rights and interests of employees after the operating model of the company was changed. Six years after being privatised, the company maintained annual growth of 10 - 25 percent. Before 2005, a monthly average wage of a worker was VND2 million but the figure has reached as much as VND5.5 million now.
With its right leadership, the Party Committee of the company was awarded a lot of honours and titles by Ngo Quyen district and Hai Phong City. In 2011, it was named the Top 100 Party Committee in Vietnamese enterprises.
Could you share your experience in building a successful Party force in your company, particularly developing new members?
When our company was privatised, the company had some 80 Party members. Currently, our Party memberships increased to 139 out of 1,000 employees. To be a powerful, united and unanimous organisation, the Party Committee has to attach great importance to Party building. Every year, we select outperforming employees to train them to be Party members. They will also be key staffs of the company in the future. In addition to short term and long-term courses, we also send them to foreign companies to foster knowledge and learn advanced technologies. Young seeds will be turned into nucleus of production and business activities of the company. Our outstanding young Party cadres include Pham Van Long - Head of Administrative Division, Ngo Thu Thuy - Head of Technical Division, Tran Nhat Linh - Deputy Director of Design Research Department. In our Party building, we always focus on training morale and expertise of Party members.
