BHL Dien Bien Driving Northwest Cassava to New Heights

Driven by innovation and integration, Dien Bien is seeing a rise in industrial projects tied to agriculture, becoming new drivers of its economic transformation. Among them, the BHL Dien Bien Cassava Starch Processing Plant is a strategic project by BHL Group, showing its vision to link agriculture with processing industries and build a sustainable farming base.

Over nearly a decade, BHL has established a closed-loop agricultural processing ecosystem. It manages tens of thousands of ha of raw material areas and operates a modern network of factories across Vietnam (Son La, Dien Bien, Nghe An) and Laos (Houaphanh, Xaisomboun, Vieng Thong, and Lak Sao).

Building on trust

Approved by the Dien Bien People’s Committee under Decision 514/QD-UBND dated March 15, 2024, the BHL Dien Bien Cassava Starch Processing Plant is invested by BHL Dien Bien Agricultural Processing Joint Stock Company with a total investment of VND283.5 billion.

The plant is located in Nua Ngam commune, Dien Bien, covering nearly 29 ha with two main areas: production and processing, and pilot cultivation and preliminary processing. With a capacity of 200 tons of starch and 50 tons of dried residue per day, the project uses advanced, energy-efficient, and environmentally compliant technology. Strategically positioned in the center of the cassava-growing region, it has convenient transport links to Son La (Vietnam) and Luang Prabang and Phongsaly (Laos).

BHL Dien Bien is expected to become a regional hub linking the large cassava-growing areas of Dien Bien, Son La, and Lai Chau with deep-processing industries. This will help stabilize markets, increase the value of cassava, and establish a regional agricultural processing center in the Northwest. More than just a factory, it reflects BHL’s vision for green, sustainable development and its role as a pioneer in agricultural industrialization in mountainous areas. Immediately after approval, the project received strong support from local authorities. Investment, land, planning, and environmental procedures were expedited, and a 13-year land lease exemption highlighted the province’s commitment to supporting investors.

By mid-2025, BHL had completed land clearance, design-construction documentation, and fire prevention approvals, ready to begin construction and equipment installation. The province also reviewed nearly 17,000 ha of cassava-growing areas, laying a solid foundation for a stable and sustainable production chain.

For many years, farmers in Dien Bien had to sell cassava through intermediaries at unstable prices. The plant’s establishment offers a new source of confidence. Once operational, it will purchase over 160,000 tons of cassava each year, increase the crop’s value by 20 to 30%, create stable jobs for hundreds of workers, and promote linkages among enterprises, farmers, and scientists.

With strong government direction and public trust, BHL Dien Bien is set to become a model of public–private partnership, helping to realize the strategy of local agro-industrialization toward high-value, green, and circular agriculture.

Spreading sustainable values

BHL Group is a pioneer in developing agricultural processing industries in Northern Vietnam. From the BHL Son La Cassava Starch Processing Factory (established in 2016) to the BHL Son La Modified Starch Factory (inaugurated in October 2025), the company has affirmed its leadership in enhancing the value of Vietnamese cassava.

After nearly a decade of growth, BHL Son La has become one of the top two cassava starch exporters in Vietnam. Within less than ten years, it has successfully built a network of seven factories across Vietnam and Laos. The company has created thousands of local jobs, improved farmers’ incomes, and driven rural economic development. BHL also leads in adopting a circular economy model that protects the environment and promotes sustainable agricultural processing.

Building on this success, BHL Group is introducing its green and circular agriculture model to Dien Bien. Led by CEO Vu Hung Binh, the company is investing not only capital, technology, and expertise but also a strong commitment to the region. “BHL did not come to Dien Bien just to build a factory,” he said, “but to create a green agricultural ecosystem where farmers have stable markets and natural resources are used efficiently and sustainably.”

Beyond economic goals, BHL Dien Bien also embodies social and environmental values. Its wastewater recycling system and the reuse of byproducts for animal feed demonstrate a strong commitment to green growth and the circular economy.

More than that, it is an inspiring story of people from the Northwest returning home, bringing knowledge, technology, and ambition to unlock the potential of their borderland region.
