Dien Bien has identified restructuring the agriculture sector linked with building new rural areas as a key priority, providing a solid foundation for stable and sustainable development. Following this direction, Dien Bien Rubber Joint Stock Company has established itself as a leading agribusiness, creating strategic opportunities for long-term industrial crops while providing sustainable livelihoods for thousands of workers, especially ethnic minority communities along the border.

 New driver for agriculture restructuring

Since its introduction to Dien Bien province, rubber has proven its value as a key crop, contributing to the restructuring of agriculture and the development of new rural areas. Previously, the province’s agricultural production was largely subsistence-based and low-yield. Today, thanks to rubber cultivation and the support of Dien Bien Rubber Joint Stock Company, the agriculture sector has seen significant transformation.

As of October 30, 2025, the company manages 3,717.97 ha of rubber, of which 3,585.96 ha are in production. Latex output reached 3,247.58 tons of dry rubber, achieving 73.81% of the annual plan, with full-year production expected to exceed the target at 103%. These figures not only reflect production capacity but also demonstrate the effectiveness of crop restructuring, the development of large-scale concentrated rubber plantations, and the integration of production, processing, and market supply.

More importantly, rubber has become a long-term industrial crop with strategic value, generating sustainable economic benefits and helping Dien Bien agriculture move away from fragmented, unplanned production. The lush green rubber hills along the border not only reclaim barren land and bare mountains but also create new development opportunities for farmers, aligned with market trends and international integration.

Core of the patriotic emulation movement

Beyond economic development, Dien Bien Rubber JSC has become the driving force of the patriotic emulation movement in production labor. Guided by the rubber industry’s motto of “discipline and unity,” the company has launched emulation campaigns such as “Skilled Labor, Creative Labor,” viewing them as key to unlocking internal motivation.

Initiatives like implementing comprehensive D3 tapping methods, using UAVs for disease prevention, and expanding access roads and temporary bridges for harvesting have improved economic efficiency, reduced costs, and increased productivity. Emulation has become a source of motivation for staff, engineers, and workers, fostering long-term attachment to the plantations, turning challenges into opportunities, and positioning the company as a leader in applying science and technology to agricultural production.

Nguyen Ngoc Cam, General Director of Dien Bien Rubber JSC, emphasized: “We see emulation as an internal strength. Every healthy hectare of rubber not only yields latex but also reflects the transformation of agricultural production and the determination of the people of Dien Bien to advance.”

Livelihood anchor in the border region

Beyond revenue and profit, the true value of Dien Bien Rubber JSC is its role as a livelihood anchor for workers. Nearly 900 employees and contracted households work on the plantations, earning an average income of VND5.78 million per month. They receive full insurance and welfare benefits, vocational training, and industrial work discipline, which are key to reducing poverty sustainably.

In a region where the livelihoods of ethnic minority communities still rely heavily on traditional agriculture, stable employment linked to a major enterprise represents a fundamental change. Beyond retaining labor, the company contributes to maintaining security and social stability in the border area, creating a “soft shield” through societal stability. The company distributes 10% of its profits to local communities. From 2018 to 2025, profit-sharing has grown significantly, from nearly VND1 billion in 2018 to VND9 billion in 2024, with an expected VND13.8 billion in 2025.

In 2025, the company’s revenue is projected at VND195.6 billion, with pre-tax profit of VND39.4 billion, far exceeding the assigned targets. This success comes not only from strong management but also from aligning corporate interests with community benefits through practical initiatives such as building social welfare facilities, supporting workers’ livelihoods, and assisting poor households and policy families. Simple yet meaningful measures, temporary hillside shelters for workers, concrete plantation roads, and educational trips for staff, reflect the company’s commitment to improving workers’ lives.

As of the end of October 2025, Dien Bien Rubber JSC had harvested 3,384.35 tons of latex, achieving 76.92% of the annual plan; purchased 129.58 tons, meeting 129.58% of the target; sent an average of 66% of latex to the DRC processing plant; and sold 2,706.97 tons, reaching 60.15% of the plan.

The average selling price was VND44.94 million per ton, generating latex revenue of VND121,659.13 million, achieving 67.47% of the annual target.

The company had signed contracts totaling 3,910.97 tons, including 1,008 tons with Vietnam Rubber Group and 2,902.97 tons with other customers.

The planned number of direct employees is 1,056, while current indirect employees number 61, representing 5.78% of the workforce.

Notably, the construction of a rubber processing plant in Dien Bien is being accelerated, promising higher product value, reduced transportation costs, and new job creation. This strategic move will close the value chain from production to processing and consumption, promoting sustainable and efficient growth in Dien Bien’s rubber industry and deeper integration with domestic and international markets.
