The Dien Bien Provincial Post Office is more than a provider of traditional postal services. It acts as a critical link between mountainous areas and lowland regions, connecting remote communities to provincial and national centers.

In the digital era, the office has identified four core growth drivers: a new organizational model, updated operational mechanisms, a diverse service ecosystem, and advanced information technology applications. Despite operating in mountainous terrain with dispersed populations, it has established a comprehensive network, ensuring residents in remote areas can access essential services.
Core services include mail and parcel delivery, postal financial services such as savings, money transfers, and insurance, as well as media distribution and public administrative services. These services allow residents to complete administrative procedures quickly. In addition, the office promotes e-commerce and retail sales, facilitating goods circulation and supporting local economic growth.
The office has implemented modern management software, integrating barcodes, electronic identification, and shipment tracking. Approximately 80% of software and IT solutions developed and maintained by Vietnam Post are applied effectively, optimizing workflows, reducing errors, increasing productivity, and enhancing customer experience.

Alongside technology, the office invests in staff training and modern equipment, enabling employees to adapt quickly to digital transformation and new operational methods.
In the first quarter of 2025, total revenue reached 29% of the annual target. Postal delivery services grew 3%, financial and public administrative services increased 3% and 39% respectively compared to the same period in 2024.
Beyond business activities, the Dien Bien Provincial Post Office actively participates in social welfare programs, supporting highland and mountainous communities and contributing to sustainable social development. These efforts reflect the post office’s commitment to innovation, overcoming challenges, and improving service quality for the public.
Commune post offices: driving citizen-centered governance
According to Phan Long Giang, Director of the Dien Bien Provincial Post Office, the commune post office model goes beyond traditional mail and parcel services. It represents a strategic breakthrough aligned with Vietnam’s nationwide two-tier government system.
With 45 commune post offices across the province, each is regarded as a “core of a new economic center,” directly connecting local government to citizens. This model is especially effective in remote areas with limited transportation and workforce infrastructure. It allows residents to access public administrative services easily, reducing travel time, costs, and safety risks in Dien Bien’s challenging terrain.
“Alongside administrative support, commune post offices offer a wide range of postal financial services, e-commerce, essential goods distribution, utility bill payments, insurance, and more. Residents receive high-quality, convenient services at their doorstep, improving quality of life and supporting local digital economy development,” emphasized Phan Long Giang.

A key feature of the model is operational autonomy. Directors and staff at each commune post office have the authority to manage business activities, explore markets, and develop services tailored to local needs. This flexibility promotes innovation, enhances service quality and competitiveness, and attracts skilled young workers to return to their hometowns, strengthening the talent pool in mountainous regions.
Commune post offices also serve as an extension of local government, implementing policies, social welfare programs, and rural digital transformation initiatives. This reduces administrative burdens, improves efficiency, transparency, and public service quality, and builds strong community trust.
By linking the commune post office model with local governance after administrative boundary adjustments, the postal sector, particularly Dien Bien Provincial Post Office, demonstrates not only organizational success but also fulfills its social mission as a state-owned enterprise. It reflects a spirit of innovation, adaptability, and commitment to better serving citizens.
