VLPC Plans US$400M Hydropower Project in Laos

The Vietnam-Laos Electrical Investment and Development Joint Stock Company (VLPC) is seeking Laotian authorities’ approval for US$400-million Xekaman 1 hydropower project in neighboring Laos, local media reported.
 
The project comprises of 290-MW Xekaman 1 hydropower plant in Atopu province, 32-MW Xekaman Sanxay hydropower plant in Sekong province, a 220-kV distribution station and a 8-kilimeter line.
 
Ninety percent of the project’s electricity output will be sold to Vietnam.
 
VLPC will join hands with the Laotian government to set up a joint venture to carry out the project with a maximum of 30 per cent stake to be owned by Lao side.
 
Work on Xekaman 1 hydropower plant will start in the fourth quarter of 2007 and turbine 1 is due for operation in September 2011.
 
Meanwhile, Xekaman Sanxay plant will be kicked off in late 2008 and operate its turbine 1 in June 2012.
 
VLPC started construction of 250-MW Xekaman 3 hydropower plant costing US$273 million in April 2006, the biggest of its kind in Vietnam, due for operation in December this year.
 
The company is also studying for other hydropower projects such as Nam Mo, Nam Kan, Se Kong 3, Dack Y Mon, Se Kong 4, Se Kong 5, Xekaman 2.
 
VLPC plans to build power plants with combined capacity of 2,200 MW valued at US$2.8 billion through 2010.
 
VLPC with registered capital of VND5.3 trillion (US$331.25 million) was founded by nine shareholders, of which Song Da Corporation is the biggest with 49 per cent equity stake. (Investment)
