Hai Duong Industrial Parks: The Best Place for Investors

Hai Duong boasts of its advantageous position, lying between Hanoi and Haiphong port. It benefits greatly from major roads such as National Highway 5, National Highway 18, National Highway 183, National Highway 39B, the Hanoi-Haiphong railway, and a favourable waterway network. The province is also home to many distinguished figures, national heroes, cultural festivals, has long-standing cultural tradition, and enormous potential in labour, land and natural resources.

Over the past few years, Hai Duong has gained a high and stable economic growth rate, laying a firm foundation for successfully implementing industrialisation and modernisation. The province is striving to build 10 concentrated industrial parks (IPs) with a total area of around 1,500 hectares by 2010 and 19 concentrated IPs by 2020. At present, the Government has approved the establishment of six IPs, which belong to the country's list of concentrated IPs.

 

To facilitate investors at IPs, the province has practiced the "one-stop-shop" mechanism by establishing the IPs Management Board to grant investment licenses and give guidance for fast and effective clearance procedures. Moreover, the province has offered many favours and incentives for investors at IPs such as land rental exemption for 10 years and a reduction of 50 per cent for the 10 following years. It also offers a reduction of 10 per cent in comparison with loan interest rates and financial lending interest proportion for normal customers, and a decrease of between10-15 per cent of the charge ratio of information provision for risk prevention. Investors will be supported by the provincial budget with 100 per cent of the corporate income tax amount that must be paid for the first two years and 50 per cent for the next year; and be subsidised with maximum of 30 per cent of compensation expenses of land inside in IPs, and with VND20 million (US$1,274) for landmine and bomb clearance per hectare, but not exceeding VND1 billion (US$636,943) for one IP.

 

The industrial parks in Hai Duong are always located in very convenient positions with good communication and conditions for development. The IPs enjoy special priorities of access to the national power grid, tap water network and residences for staff and other public facilities.    

 

Following are some big IPs in Hai Duong province:

Tan Truong Industrial Park: covering 250 hectares in Cam Giang district, next to Highway No5, the Tieu river, 43 kilometres from Hanoi and 57 kilometres from Haiphong, 93 kilometres from Cai Lan port, Quang Ninh province. The VND455-billion (US$29 million) IP's investment fields include electric, electronic, coolant electric industries; agricultural, forest products and food processing industries, high-grade ceramic, glass, paper, packing production industries. The park uses clean water from the Ghe town water supply system and utilises the industrial wastewater treatment plant with a daily capacity of 8,000 cubic metres.

 

Dai An Industrial Park: occupying 170.82 hectares in Hai Duong city, adjacent to Highway No5, 50 kilometres from Hanoi and 51 kilometres from Haiphong, 80 kilometres from Noi Bai International Airport and 108 kilometres from Cai Lan port in Quang Ninh province. The park worth VND274 (US$17.45 million) focuses on garment and textile, footwear, consumption goods; food and agricultural product processing; spare part and electronic production and installation; ceramics and glassware and handicrafts. Dai An park accesses the national power grid 110/220 KV and uses the water supply system of Hai Duong city with a daily capacity of 33,000 cubic metres.

 

Industrial Park to the West of Hai Duong: costing VND347.04 billion (US$22.1 million) and covering 147 hectares in Hai Duong city, next to Highway No5, 3 kilometres from Hai Duong city centre, 48 kilometres from Hanoi , 52 kilometres from Haiphong and 88 kilometres from Cai Lan port, Quang Ninh province. The park concentrates on communication information technology; biological technology, advanced material technology; automation technology and electronics mechanics and new forms of energy; and space technology and machinery manufacture technology. The IP also uses water from the water supply system of Hai Duong city with a daily capacity of 33,000 cubic metres.

 

Cong Hoa Chi Linh Industrial Park: covering 158 hectares in Chi Linh district, next to Highway No18, Tieu river and railway, 80 kilometres from Hanoi and 68 kilometres from Haiphong and 60 kilometres from Cai Lan port, Quang Ninh province. The VND294.5 billion (US$18.76 million) IP mainly invests in construction materials; weaving and garment factories; agro-forestry product processing; and production of electronic, coolant electric and household appliances. The park accesses the national power grid and utilises water from Sao Do district town water supply station with a daily capacity of 8,500 cubic metres.
