Cao Bang Customs: Facilitating Local Trade and Business Development

In recent years, Cao Bang province has been promoting the integrated implementation of strategies in socio-economic development, in which the fields of commercial exploitation and border gate economy need to be considered the main ones for long-term economic development. Initially contributing to the renewal of Cao Bang Province, Cao Bang Customs Department has made innovations. Vietnam Business Forum interviewed Mr Dam Viet Nghi, Director of Cao Bang Customs Department. Duy Anh reports.
How has Cao Bang Customs Department prepared to ensure the import-export of goods meet the actual demand? Can you please tell us some of the results of Cao Bang Customs in 2014?
Cao Bang Customs Department has developed key work plans based on the customs modernization roadmap on the basis of Decision 1514/QD-BTC dated July 11, 2011 of the Minister of Finance on plans to implement the customs sector in 2011-2015; and Decision 2750/GDC-CCHDH dated December 26, 2011 on plan to modernize the customs of Cao Bang in the period of 2011-2015, while directing, organising effectively to promote the socio-economic development of the province.
Cao Bang Customs Department has well implemented the state management in customs, particularly focusing on management supervision, import-export tax collection, anti-smuggling and trade fraud with specific solutions: propagandizing policies of customs through the mass media, propagandizing and publicizing customs policies at the agencies of Department of Customs; propagandizing laws and policies through dialogue conferences of enterprises held periodically in the department and branches of the department or directly responding arising issues of businesses.
 
In 2014, Cao Bang Customs Department achieved some results: collecting import-export tax and handing in the State budget the amount of over VND178,000 trillion, reaching 115 percent compared with the target assigned by the Ministry of Finance, and reaching 114 percent compared with the target assigned by the PPC.
It has been implementing e-clearance system VNACCS / VCIS in 7 local departments and two professional teams.
 
It has given advice and implemented effectively pilot mechanisms, policies of border economic development of the Prime Minister with handicraft products, transshipment through crossings Na Lan.
 
Administrative reform plan is deployed in the automated cargo clearance system VNACCS/VCIS nationwide, so how has this system been implemented in Cao Bang?
From May 12, 2014, Cao Bang Customs Department has officially developed and operated the system VNACCS/VCIS in the entire department (7 departments and two professional teams). So far, the system has been operating smoothly with the rate of clearance of import-export goods reaching 100 percent compared with the number of the requests which are handled and managed in the system VNACCS/VCIS.
 
Clearance time for a set of requests on the system VNACCS/VCIS is from 1-3 seconds to the green-channel request, shortening the clearance time and reducing costs for businesses compared with previous electronic systems. Now, the import-export business community in the locality has become familiar with handing in requests for clearance in the system VNACCS/VCIS.
