Although Hung Yen province has made great efforts to carry out mechanisms and policies to attract investment and facilitate businesses, its PCI, PAPI and PAR index rankings are still quite modest. Seriously looking at existing weaknesses, with the tremendous determination of provincial and local governments and agencies, Hung Yen province is implementing many measures and activities to further improve its business environment and lure more investment resources. These are also specific actions taken to carry out three strategic development breakthroughs in the 2016 - 2020 period with the aim of turning Hung Yen into an industrialised province. Vietnam Business Forum has an exclusive interview with Mr Nguyen Van Phong, Chairman of Hung Yen Provincial People’s Committee, on this issue. Ngo Khuyen reports.
2016 is the first year of executing the Resolution of the 18th Hung Yen Provincial Party Congress and the 5-year socioeconomic development plan in 2016 - 2020. What do you think about the remarkable economy development objectives to 2020 and the provincial government’s key management and administration tasks for the 2016 - 2020 period?
The Resolution of the 18th Hung Yen Provincial Party Congress (2015 - 2020 term) and the five-year Socio-economic Development Plan for the 2016-2020 period set major development targets for the 2016 - 2020 phase, including the gross regional domestic product (GRDP) growth of 7.5 - 8 per cent a year, driven by the growth of agricultural and fishery production at 2.5 - 3 per cent, the growth of industrial at 9-10 per cent, the growth trade and service at 8.5 - 9.5 per cent, and export at 16 per cent. In 2020, the share of industry and construction will account for 55 per cent of the province’s GRDP, the share of services will make up 37 per cent, and the share of agriculture will contribute 8 per cent. Farming yield will average VND210 million per hectare. 70 per cent of communes will meet the new countryside standards. Total budget revenue will gross VND13,000 billion, of which, domestic revenue will account for VND9,000 billion. Export turnover will reach US$ 5billion. GDP per capita will reach VND75 million. Notably, Hung Yen province’s economic structure will be shifted towards industry, trade and services to pave the way for Hung Yen to become an industrial province.
To achieve these objectives, the provincial government will focus on the following management and administration tasks in the 2016 - 2020 period.
First, accelerating investment attraction and selectively receive big investment projects using advanced environment-friendly technologies, manufacturing high value-added products, taking part in global value chains, and contributing significantly to the State budget.
Second, focusing on solutions to deal with difficulties and problems facing enterprises; organising regular meetings with enterprises and investors to promptly capture and resolve their difficulties and problems. The province will provide telephone hotlines on the mass media for enterprises and investors to promptly report their concerns and strictly punish officers and civil servants committing acts of harassment and nuisance.
Third, accelerating the construction of infrastructure systems and urban areas, especially transport infrastructures and important projects, creating breakthroughs in socioeconomic development; coordinating with ministries and agencies to accelerate construction and completion of roads and bridges connecting Hanoi - Hai Phong Highway and Cau Gie - Ninh Binh Highway; upgrading National Road 38 and other national highways across the province; building traffic routes in support of its north-south economic axis; investing and gradually improving infrastructure to attract 3 - 4 more universities in Pho Hien University District.
Fourth, directing all levels of governments and branches to coordinate with training institutions and enterprises to strengthen training and supply of skilled and qualified labour to meet the need of businesses.
Fifth, stepping up the public administration reform (PAR), with a focus given to administrative procedure reform, raising the provincial competitiveness index (PCI) and the Provincial Governance and Public Administration Performance Index (PAPI).
How do you assess Hung Yen province’s results of public administration reform according to Resolution 30c/NQ-CP of the Government, dated November 8, 2011?
The Hung Yen Provincial People’s Committee has issued a number of directive documents to guide departments, branches, districts and cities to achieve the requirements of Resolution 30c/NQ-CP of the Government dated November 8, 2011 on overall State public administration reform in 2011 - 2020. Specifically, the provincial government issued the Plan 17 / KH-UBND dated February 20, 2012 on State public administration reform in Hung Yen province in 2012-2015; and Directive 06/CT-UBND dated July 18, 2014 on accelerating implementation of the public administration reform master program in 2011 - 2020. After four years (2011-2015), the province made fundamental changes in the awareness of officials and public servants in civilized, modern and servicing public administration. So far, the province has achieved following outstanding results:
On institutional reform: The Provincial People’s Council and the Provincial People’s Committee have promulgated 198 legal documents, including 70 resolutions, 88 decisions and 40 directives covering following areas: Economy - finance, public governance, and natural resources and environment. All procedures are ensured to be compliant with current laws and local realities, thus positively helping improve the effectiveness and efficiency of provincial direction and administration.
On administrative procedure reform: The chairperson of the Provincial People’s Committee has issued 41 decisions to inform amendments, supplements, replacements, cancellations and annulments of 1,536 administrative procedures. Currently, the province has a total of 1,472 administrative procedures, all updated to the national database of administrative procedures.
On State apparatus reform: The Provincial People’s Committee currently has 17 specialised agencies and 163 public service units administered under the Provincial People’s Committee and its bodies. Hung Yen has not established any new public service units since 2013. The Provincial People’s Committee has also promptly issued decisions on functions, tasks, powers and organisational structures of its subordinate units and drastically implemented the one-stop single-window mechanisms at State administrative bodies and raise the effectiveness and quality of serving citizens and enterprises.
On construction and improvement of public personnel quality: With the close guidance of the Provincial People’s Committee, as of June 30, 2014, all administrative agencies completed the Employment and Position Scheme. As many as 2,893 job positions were approved. This is the foundation to carry out consistent solutions to enhance the quality of public officials and employees through the following stages: Recruitment, training, planning, appointment, rotation, transfer, and performance assessment. Recruitment and employment provisions are also perfected by the Provincial People’s Committee so as to provide a legal framework for public authorities to directly deploy employees and promote democracy, transparency and publicity of task performance.
On public financial reform: The Provincial People’s Committee directed all levels and branches to strictly implement regulations of the Government of Vietnam on self-responsibility for employment and budget. So far, all State-funded units have internal spending regulations, establish and examine budget estimations, allocate budgets according to approved operation plans.
On administrative modernisation: To date, all provincial departments and agencies and district/municipal People’s Committees are equipped with specialised data lines, all computers have local area network (LAN) and Internet connections, all public official sand civil servants use working emails. The deployment of shared software such as document management software, document reception and result return software, and task tracking software has cut costs, raised management efficiency, and facilitated citizens and businesses.
Specially, in 2014, the Provincial People’s Committee assigned the Department of Home Affairs to lead and coordinate with other provincial bodies and local governments to assess administrative reform results at administrative units based on scores in the PAR Index which is announced every year. With serious deployment and objective and comprehensive evaluation, PAR Index results have generated positive changes in public administration reform at State agencies.
The Hung Yen Provincial People’s Committee issued the Decision 922/QD-UBND dated April 27, 2015 on the plan of implementing Resolution 19/NQ-CP of the Government March 12, 2015 and the Decision 1124/QD-UBND on the plan of executing Resolution 19-2016/NQ-CP of the Government dated June 13, 2016 on implementation of further measures to improve the business environment and enhance national competitiveness from 2016 to 2017, with a vision to 2020. After one year of enforcing Decision 922, what has Hung Yen province achieved and what are major results in carrying out Decision 1124?
In the past time, Hung Yen provincial leaders have firmly implemented Resolution 19 of the Government, which underscores the formation of a favourable business and investment environment. Accordingly, the Provincial People’s Committee requires all provincial departments and branches to effectively implement three strategic breakthroughs, together with restructuring the economy and changing the growth pattern.
In 2015 - 2016, the province will focus on improving the business environment, promote administrative procedure reform, streamline administrative processes, reduce service time, cut administrative costs and ensure publicity, transparency and greater accountability of State administrative agencies. After one year of executing Decision 922, the province has achieved optimistic results in bettering the investment and business environment, especially in administrative procedures relating to investment, construction, natural resources and environment. The province will strive to reduce at least 30 per cent of the service time for handling administrative procedures for investors and businesses.
In 2016, the Hung Yen Provincial People’s Committee will continue to exercise drastic directions and apply consistent measures to improve the investment and business environment as stated in Decision 1124/QD-UBND dated June 13, 2014, which underlines the enhanced coordination of relevant bodies in handing public duties and tasks. The province has publicised standardised administrative procedures on local electronic portals and applied electronic one-stop single-window mechanisms to all individuals, organisations, investors and businesses, thus enabling them to monitor service processes. Hung Yen will also intensify inspection and monitoring of public services to discover and rectify wrongdoers and strictly treat public officials and civil servants showing irresponsibility, acts of harassment and nuisance. It will also raise the responsibility and accountability of unit heads in directing their subordinates. The province has endeavoured to increase by 10 places its ranking on the provincial competitiveness index in 2016 from a year earlier.
The Government has issued Resolution 35/NQ-CP dated May 16, 2016 on business support and development to 2020, and the Provincial People’s Committee also hosted a meeting with local businesses on July 19, 2016. Do you have any message for the business community?
In enforcing Resolution 35/NQ-CP of the Government dated May 16, 2016 on business support and development to 2020, the Hung Yen Provincial People’s Committee issued Action Programme 1333/CTr-UBND dated June 28, 2016 to direct all tiers of government and branches to speed up public administration reform, facilitate business development, create an enabling environment for new business start-ups and business innovations; ensure equitable access to resources and business opportunities for all enterprises, reduce business costs, and protect their legitimate rights and interests. The Provincial Party Committee, the Provincial People’s Council and the Provincial People’s Committee made provincial departments, districts, cities and enterprises to thoroughly understand that "Business is a driving force of economic development and your satisfaction and success are our success.”
The Provincial People’s Committee appreciates ongoing efforts of enterprises and entrepreneurs for local socioeconomic development and affirms that the strong development of every enterprise and entrepreneur is an important factor in local socioeconomic development. The Provincial People’s Committee always creates the most favourable conditions for investors and enterprises to make investments and expand operations and pledges to support companies to enhance governance and competitiveness.
Looking towards the 185th anniversary of Hung Yen establishment (1831-2016), the 75th founding anniversary of the Provincial Party Committee (July 1941 - July 2016) and the 20th re-establishing anniversary of Hung Yen province (January 1, 1997 - January 1, 2017), do you have anything to share?
In the 20 years since Hung Yen's re-establishment (1997 - 2016), with the care and support of central authorities, and the determination of the Provincial Party, Government and people, Hung Yen province has accelerated reforms, quickened and sustained economic development; increased development investment cooperation in culture and society, national defence and security and political security; and improved livelihoods for the people. Hung Yen's position has gradually elevated, while its economic, social, education, training and healthcare aspects have been increasingly improved.
To celebrate major anniversaries, the Provincial Party Committee, the Provincial People’s Council and the Provincial People’s Committee have developed many programmes and plans for celebratory and festive activities, boosted communications and education in pride of Hung Yen history, tradition and culture, inspired Party cadres, officials, civil servants and the masses to add efforts for better economic life, careers and studies to further contribute to the achievement of the Resolution of the 18th Provincial Party Congress (2015 - 2020 term) and build a more prosperous and civilised Hung Yen. Celebratory and festive activities will be hosted in two different periods with a lot of activities.
