Simplifying Administrative Procedures for E-Government Development

In order to develop e-Government from central to local levels, public administration reform is the most important thing. This factor accelerates the digital transformation of the country where people and businesses are placed at the center.

Efforts for online public service portal deployment

In recent years, information technology application is synchronous across governmental agencies that provide public services for people and businesses. Mr. Ngo Hai Phan, Director of the Administrative Procedures Management Bureau under the Office of Government, said, central and local authorities have launched online public services and managed to improve the quality of administrative procedures. As high as 97.3% of procedures are handled on time. The rate of providing administrative procedures in the electronic environment has increased rapidly. The rate of administrative procedures in the electronic environment through public services has also increased, especially at ministries.

After nine months of operation, the National Public Service Portal has provided 1,194 online public services, with 6,842 administrative procedures at four levels of government. The online payment system has processed 13,600 transactions. The public service portal has also reached over 60 million visits, over 235,000 registered accounts, more than 15 million synchronized records, and over 295,000 records conducted online.

At the workshop on “Developing E-Government and Online Public Service Portal towards Digital Government - Models and Technology Solutions”, Mr. Truong Gia Binh, Vice Chairman of Advisory Council for Administrative Procedures and President of the Board of Directors of FPT Corporation, affirmed that offering people the most convenient and easiest services will accelerate the digital transformation of the country.

However, according to experts, Vietnam needs to build a legal system to create a foundation for technological development. It is especially necessary to set up a fixed rate of IT spending on total GDP income, as a basis for ministries and agencies to apply and comply with. According to workshop delegates, the appropriate budget level should be close to 1% of total GDP income to create motivation and leverage for key projects and actions.

Toward digital government for people and businesses

Vietnam has identified that building an e-government toward a digital government, a digital society and a digital economy are among top priorities to create solid foundations for comprehensive digital transformation in the 2021-2030 period. Accordingly, the construction of e-government and digital government in Vietnam has seen many positive changes in recent years. Vietnam has increased 13 places since 2016 according to the United Nations E-Government Ranking Report. In 2020, it climbed two places in the rankings to No. 86 out of 193 countries in the world, No. 23 out of 47 in Asian countries and No. 6 out of 11 ASEAN countries.

In addition, authorities and businesses have accelerated information technology application to many essential areas such as transport, education or health. In the transport field, according to traffic management experience, given an overloaded traffic infrastructure in big cities, applying information technology to traffic data management will help smart urban management. In addition, one of the most effective IT applications in education is to deploy online teaching and learning during the COVID-19 pandemic outbreak. After only a short time, online teaching and learning has motivated learners to approach and gradually get used to mining huge learning data on the internet. Besides, the story of digital transformation in health is also showing positive effects, especially in the context of the COVID-19 pandemic. The health sector is strongly applying IT to raise the quality of medical examination and treatment and better service for people.

According to Mr. Pham Anh Tuan, Deputy Minister of Information and Communications, according to the goal of digital transformation to 2025, Vietnam will basically complete digital transformation in Party and State agencies. By 2030, it will complete building a digital government. However, this is a long journey that requires consistent efforts, especially the leading role of central and local authorities and businesses.

Mr. Ngo Hai Phan, Director of the Administrative Procedures Management Bureau under the Office of Government, said that the deployment of public services to people and businesses is also a digital transformation in relations between the government with the people and the business. Each online public service is involved with many different agencies. Therefore, it is necessary to have coordination and co-work to find optimal solutions. Local offices must be responsible for leading reforms and the Department of Information and Communications is responsible for leading technology and connectivity. He emphasized that people will be placed at the heart of this process. Procedures that many people use at high frequency must be prioritized and optimized for best experiences of people.
