Binh Dinh Province - New Face-lift in 21st Century

Binh Dinh is a coastal province of Central Vietnam. The province has recorded all-round economic development. On the occasion of the 30th anniversary of the liberation of South Vietnam, VOB Forum reporter conducted an interview with Mr Vu Hoang Hoa, Chairman of Binh Dinh People’s Committee.

Could you introduce some achievements of the province in recent years ?

In 2004, the government has included Binh Dinh in the key economic region of Central Vietnam. It offers the province the great opportunity to develop its potentials, natural resources and geographic location becoming a dynamic province and promoting economic development in Central Vietnam.

In the past five years, the province has attracted domestic and foreign investment in socio-economic development maintaining stable economic growth rates (9 per cent in 2004). The economic restructuring is changing in favour of industry and services (57 per cent) making the agricultural province more and more industrialised.

In agriculture, the province has focused on cash crops introducing new strains of high quality and yield and developing processing industry for export.  The planning has increased the added value of fruit trees (coconut and others), timber and pulp.

Fisheries plays an important role with production value increasing by 8 per cent a year and total output of 98,192 tonnes. In 2004, the industrial value increased to VND2,797 billion, up 19 per cent. The non-State sector continued the lead in growth rate (52 per cent) and production value  Local industries increased the export of footwear, processed timber, seafood, food, refreshments, and medicines.

The province has accelerated its administrative reform and started building industrial zones in Phu Tai (250 hectares), Long My (200 hectares), Nhon Hoa (180 hectares), Nhon Binh (54 hectares) and 33 industrial complexes in Quy Nhon and other districts. In particular, the development of Nhon Hoi (12,000 hectares) will boost the economic development of the province and Central Vietnam.

The province has also developed craft villages, trade and tourism with diversified products such as coastal, mountain, historic, cultural and other forms of tourism.

In 2004, the total export value increased to over US$180 million, up 36 per cent with better quality higher reputation. The export value of certain items (timber and cashew nut ) increased 2-3 times compared to 2001.

What are your orientations and priorities in economic development?

We have submitted the policy regarding Nhon Hoi economic zone to the Prime Minister and Politburo for approval. At the same time the general and detailed plans have been completed for the construction and attraction of investment. The project will be started this year and completed by 2010 including Nhon Hoi IZ (1,000 hectares), a customs free area close to Nhon Hoi deep water port (450 hectares) and new urban area for 80,000 people (800 hectares). A road and bridge from Quy Nhon to Nhon Hoi will be completed by 2006.

The network of communication and roads will be expanded including a 106 km stretch from Nhon Hoi to Tam Quan and 70 km linking with mountainous districts. Dinh Binh reservoir with a capacity of 226 million cubic metres will be completed by 2007. The infrastructure will be upgraded in urban and rural areas as well as mountainous districts and offshore islands. 92.3 per cent of households will be connected with national grid. Service, trade and tourism will be developed to improve the living conditions.

How do you hope to achieve those objectives?

The province will mobilise local resources and outside investment to develop Nhon Hoi economic zone,  develop industry, increase revenues and create more jobs. To ensure materials supply to the processing industry, areas of pine-apple, sugar cane, cashew nut, coco nut and cassava will be expanded. Dairy cow herds and aquaculture will be increased to meet the demand of domestic consumption and export.

A trade centre will be built in Quy Nhon city to boost service and international transaction. Some district towns will also build their trade centres such as Binh Dinh, Bong Son, Phu Phong. Keeping pace with socio-economic development, roads, power and water supply, sea ports will be further expanded.

Binh Dinh is determined to successfully apply itself as a new member of the key economic region in Central Vietnam.
