Vinh Phuc Effectively Managing IZ Infrastructure, Creating New Investment Momentum

Assigned to administer industrial zones (IZ) in Vinh Phuc province, the Vinh Phuc Industrial Zones Management Board has actively advised and proposed solutions and policies regarding industrial zone development in the past time. It has effectively carried out industrial zone planning and construction management, thus helping generate an important driving force to draw more investors to the province. Vietnam Business Forum’s reporter has an interview with Mr. Vu Kim Thanh, Deputy Director of the Vinh Phuc Industrial Zones Management Board, on this issue.


Vinh Phuc province is urging investors to accelerate infrastructure construction

Could you please briefly give us the current overview of industrial zone development in Vinh Phuc province?

The Vinh Phuc Industrial Zones Management Board is assigned by the Provincial People’s Committee to directly administer investment attraction and industrial park development in the province. We always try our best to uphold a sense of responsibility in performing our assigned tasks, especially in advising the Provincial People’s Committee to make important decisions on industrial park development.

At present, Vinh Phuc province has 16 industrial zones with a total registered investment capital of VND17,536.39 billion (US$760 million) and US$212.53 million (notably, Phuc Yen Industrial Park was approved with a registered investment capital of VND1,988.34 billion but was not added to the tracking list because it could not find an investor for construction). They have a total planned land area of 3,093.85 ha, including 2,262.12 ha of rentable industrial land area. 1,883.79 ha of land was compensated and cleared for leasing while 1,293.13 ha was leased/registered to be leased.

Currently, Vinh Phuc province has nine operational industrial zones with synchronous and modern infrastructure. Some industrial zones are already fully occupied while others are carrying out land compensation and site clearance to provide available land for lease to investors.

In April 2023, Vinh Phuc Industrial Zones Management Board reinforced industrial zone planning and construction management consistently and effectively. Would you tell us more about this?

In April 2023, the Vinh Phuc Industrial Zones Management Board continued to strengthen the management of infrastructure construction planning and investment. Some of our specific tasks in April 2023 were as follows:

Reporting the proposal of revised detailed construction planning of Nam Binh Xuyen Industrial Park as well increased criteria for land compensation and site clearance of industrial parks to the Provincial People's Committee.

Collecting opinions from provincial departments and agencies on the following contents: Adjusting and supplementing Binh Xuyen-Yen Lac Industrial Park to the provincial industrial park development plan; adding industries to be attracted into Binh Xuyen Industrial Park (second time); determining the current status of land origin of Chan Hung Industrial Park (second time).

Giving opinions on the following contents: Making a zoning plan for Dong Soc Industrial Park; deciding locations, investment and management of coach stations and parking lots for Binh Xuyen and Khai Quang industrial parks; reviewing and amending criteria for key projects; reviewing a housing investment project in Ba Thien Industrial Park.

In April 2023, we granted five construction permits: Three new permits, one revised permit and one renewed permit. We also announced the appraisal results of feasibility study reports for two projects.

We effectively managed and operated Ba Thien Industrial Park - Section 2 (75.9 ha). In April 2023, our Investment Support Service Center continued to coordinate with local agencies to ensure security and order in the park, maintain and replace lighting systems and broken facilities, repaired electrical devices; and reminded tenants in Ba Thien Industrial Park - Section 2 to ensure traffic safety and order.

What are your key tasks this May?

In May 2023, we will continue to effectively administer industrial park planning and development, while urging infrastructure investors to accelerate infrastructure construction. Specifically, we will press HDTC Company to speed up infrastructure construction investment in Ba Thien Industrial Park (Section 1); coordinate with investors and related agencies to accelerate the land compensation and site clearance of the remaining areas of Khai Quang, Binh Xuyen, Ba Thien II and Tam Duong II - Zone A industrial parks; expedite the progress of land compensation, site clearance and infrastructure construction for approved industrial parks like Son Loi, Song Lo I, Song Lo II, Tam Duong I - Section 2, Thai Hoa - Lien Son - Lien Hoa - Section 2 (Phase 1) and Nam Binh Xuyen.

At the same time, we will integrate the opinions of relevant agencies and make a report on revising and adding Binh Xuyen-Yen Lac Industrial Park to the provincial industrial park development plan to the Provincial People's Committee.
