Tien Giang province is enhancing state administration in the natural resources and environment sector by expediting administrative reform and digital transformation. These initiatives streamline processes, improve the business climate, and foster investment and sustainable development.

Removing land bottlenecks
Access to land is one of the 10 sub-indices of the Provincial Competitiveness Index (PCI), an important gauge of the ability to attract investment, which is of particular interest to businesses. Over the past time, the natural resources and environment sector of Tien Giang province has paid constant attention to directing its employees to improve public service ethics; publicized a contact hotline to receive feedback and recommendations from organizations and citizens. In addition, accelerating digital transformation, interagency coordination and electronic connection in land-use rights certification, land allocation, land lease and land registration has helped solve difficulties faced by businesses and investors in land procedures.
Specially, assigning administrative reform as a key task, with the administrative procedure reform being a breakthrough step, the Department of Natural Resources and Environment promptly updated and announced administrative procedures within its jurisdiction; publicized all administrative procedures on its website and the province's electronic single-window division, including 110 procedures (57 partly online procedures and 37 fully online procedures) and digitizing 100% of administrative records. The department periodically reviewed, reduced and simplified administrative procedures. In 2023, nine procedures were registered to be reviewed (five relating to land, two relating to environment, and two relating to water, mineral and marine resources).
The department also integrated and completed the land database of Tien Giang province, currently operated and mined on the VBDLIS software system, connected with Project 06 and publicly shared with the National Population Database.
In addition, the department maintained and improved the application of the TCVN ISO 9001:2015 national quality management system standard to its operations. According to surveys in 2023, all six criteria gained public and business satisfaction (50%) and high satisfaction (50%) and no criteria were assigned an unsatisfactory rating (0%).
Mr. Doan Van Phuong, Director of the Department of Natural Resources and Environment, Tien Giang province, said: Reforming administrative procedures not only helps reduce time and costs but also improves the "Access to Land" Index for organizations and businesses and attracts investors.
As a result, from January 1, 2023 to September 30, 2023, the Department of Natural Resources and Environment received and processed a total of 111,010 records and took on 2,401 records from the previous years; resolved 109,866 records, including 85,156 records settled ahead of schedule (77.5%), 23,198 records handled on time (21.1%), and 1,512 records made overdue (1.4%). The department returned 80,271 records via public postal services; instructed land users to declare and register a total of 16,506 records; and transferred 94,867 records of cadastral information on tax communication software.
In 2023, the Department of Natural Resources and Environment demonstrated commendable efficiency in managing administrative procedures related to natural resources and the environment. The department received a total of 155,900 new documents, in addition to 2,827 documents carried over from the previous period. Out of the 157,602 documents processed, 133,801 were completed ahead of schedule, accounting for 85% of the total. 14.1% (22,237 documents) were resolved within the stipulated timeframe. Only a minor fraction, 0.9% (1,464 documents), exceeded the deadline. Currently, 1,125 documents are still being processed. The department also utilized the public postal service to deliver results, successfully dispatching 74,082 documents. Furthermore, it provided guidance for land users to declare and register land usage, resulting in 31,600 documents. The department also facilitated the transfer of cadastral information of 102,421 land plots to tax authorities.
For a "green" and sustainable Tien Giang
With its natural and economic advantages, Tien Giang is seeing many important opportunities for breakthrough development. The locality is attracting green and sustainable investment to become an industrial province, one of the growth poles of the Mekong Delta.
Sticking to this approach, the department advised on the implementation of resolutions and directives on natural resources and environment of the Provincial Party Committee such as Resolution 05 on strengthening Party leadership in environmental protection; Directive 03 on strengthening Party leadership in land and mineral management; Directive 03 on implementation of the "All people join hands to protect the environment” Campaign. The department consulted the Provincial People's Committee to issue Decision 05/2023/QD-UBND dated March 3, 2023 on solid waste management in the province.
Furthermore, the department counseled the Provincial People's Committee to establish long-term plans for land, environmental protection, water resources, and minerals. In particular, the sectoral planning is integrated into the provincial general planning to 2030. At the same time, the agency worked out a plan to respond to climate change, oil spills and environmental mitigation.
Specially, to improve the Provincial Green Index (PGI) associated with developing the circular economy, the department is focusing and coordinating with relevant agencies and localities to advise the Provincial People's Committee on implementation of Plan 308/KH-UBND dated October 11, 2022 on execution of the National Environmental Protection Strategy to 2030, with a vision to 2050, in Tien Giang province.
The department prioritized resolving environmental issues, improving provincial hygiene, reforming administrative procedures, and fostering digital transformation. It also collaborated with agencies to provide land use information for businesses and promoted renewable energy and eco-friendly industries.
“However, site clearance, land administrative procedures and digital transformation are always complex and difficult issues. Regulations on land and site clearance are increasing while the sector’s human resources are lacking. Besides, public awareness and skills about digital transformation are still limited. Hence, the sector expects to be shared by businesses and people and engage them in Tien Giang development,” he added.

The Land Registration Office, a public service entity operating under the Department of Natural Resources and Environment in Tien Giang province, has been elevating operational excellence. Over recent years, the office has pursued innovative strategies to enhance public and business satisfaction, collaborating with the natural resources and environment sector to elevate the "Access to Land" Index. The Land Registration Office has proactively reformed administrative procedures by reviewing, advising on, and either modifying or abolishing unnecessary protocols. This dedication extends to the upliftment of the quality of public employees within the office. Recognizing the significance of digital transformation, the Land Registration Office has robustly embraced information technology, digitizing records and databases to amplify service quality while significantly reducing the processing time for land records. The office has advised and implemented an internal process for efficiently resolving administrative procedures within its jurisdiction, publicly accessible via the Department of Natural Resources and Environment's website. The Land Registration Office achieved several notable outcomes in 2023: • Guaranteed transactions registration for organizations: The office received and processed a total of 269 documents, achieving a 100% completion rate before the deadline. • Certificate issuance for organizations: The office received 256 applications, out of which 250 were resolved. A significant 98.4% (246 documents) were resolved before the deadline, while a minimal 1.6% (4 documents) were overdue. • Certificate issuance for households and individuals at district, town, and city branches: The office received 104,068 documents, out of which 102,835 were resolved. A substantial 75.8% (77,922 documents) were resolved before the deadline, 22.8% (23,514 documents) were resolved on time, and a minor 1.4% (1,399 documents) were overdue. All outcomes of administrative procedure resolutions are promptly updated on the province's electronic single-window website, ensuring transparent and convenient access for individuals and organizations. This information is also publicly disseminated on the Department of Natural Resources and Environment's website, allowing for easy tracking and reference by stakeholders. |
