Thanks to the determination and collaborative efforts of the Party Committee, government, and people, Tay Ninh province is on track to become a a fairly developed locality in the Southeast region and the whole country. According to Chairman of the Tay Ninh Provincial People's Committee Nguyen Thanh Ngoc, this success stems from targeted policies that maximize the province’s potential, with a strong focus on rapid, comprehensive and sustainable economic development, while ensuring environmental protection and social security.

The Tay Ninh Provincial People's Committee's report on socioeconomic development for the first nine months of 2024 highlights strong growth across many sectors, with some achieving double-digit increases. Could you elaborate on the key factors behind this success? To meet its 2024 targets, what key solutions has the province prioritized?
In the first nine months of 2024, the gross regional domestic product (GRDP) of Tay Ninh province grew as high as 7.86% year on year, ranking 21st in the country and 2nd among in the Southern Key Economic Zone. The largest contributor to the GRDP growth was the construction - industry sector, contributing 4.76 percentage points, followed by the trade - service sector with 2.13 percentage points and the agriculture - forestry - fishery sector with only 0.82 percentage points. The share of agriculture - forestry - fishery, industry - construction, and trade - service (excluding product tax minus product subsidies) in the GRDP was respectively 18.97%, 46.2% and 30.42% (2024 plan: 18.9%, 45% and 31.4%).
Manufacturing and trading activities tended to recover well. Most industrial production groups expanded from a year-earlier period. The Index of Industrial Production (IIP) rose by 13.44%. Agricultural production was kept stable while agricultural development promotion activities, especially in high-tech agriculture, were focused on to entice strategic investors to raise high value to the sector. Tourism was bustling, with 4.5 million visitors to tourist areas and attractions, equal to 81.5% of the plan and up 7.1% year on year. Total tourism revenue was estimated at VND2,384 billion (US$100 million), equal to 103.7% of the plan and up 41.7% year on year.
In the January-September period, Tay Ninh province collected VND9,414 billion for the State coffers, equal to 86.1% of the centrally assigned estimate and 84.8% of the provincially set estimate, and up 15.6% year on year. Notably, in the reporting period, the export value reached 80.4% of the plan and grew by 12.8% year on year. Total social development investment capital was estimated at VND31,218 billion, equal to 70.7% of the plan and up 6.7% year on year. These are the bright spots in the socioeconomic development picture of Tay Ninh province in the first nine months of the year.
2024 is a breakthrough year to complete the 5-year Socioeconomic Development Plan in 2021-2025. In order to successfully achieve its goals and plans in this "pivotal" year and promote sustainable development in the subsequent years, the province continued to adopt innovative solutions in agriculture and tourism, develop socioeconomic infrastructure, especially transport infrastructure, and accelerate the enforcement of signed cooperation programs with units and localities, particularly cooperation in synchronous transport infrastructure development linked with other provinces and cities in the Southeast economic region.
The province has concentrated on developing the industry, encouraged and supported economic sectors to develop production through its industrial promotion and supporting industrial development policies and programs in the 2021-2025 period. It has developed agriculture alongside new rural development; continued to effectively implement the Project on high-tech agricultural production zones of the province and high-tech agricultural production zones of Tan Chau district, gradually developed agricultural production zones that meet product quality standards and move towards export requirements (VietGAP, GlobalGAP and organic standards).
At the same time, the province has placed emphasis on developing e-commerce and promoting digital applications and digital platforms in all aspects of social life; expanded export markets, restricted dependence on some markets; fostered chain linkages between manufacturers and retailers; focused on reviewing and appealing investors to complete infrastructure and yards at border gates to serve imported and exported commodities; coordinated and supported investors to speed up the construction progress of logistics centers, ICD dry ports and general ports; and stepped up promotional activities and boosted the image and brand of Tay Ninh tourism.
Tay Ninh has great potential for developing the border gate economy. How has the province focused on completing the border gate economic infrastructure to boost economic development in the border area?
Tay Ninh has a border of nearly 234km, adjacent to three Cambodian provinces (Svay Rieng, Prey Veng and Tboung Khmum). The province currently has 16 border gates, including three international border gates (Moc Bai, Xa Mat and Tan Nam), three main border gates (Chang Riec, Ka Tum and Phuoc Tan) and 10 secondary border gates.
Tay Ninh has a special geographical location, featuring the shortest road link from Ho Chi Minh City and Southeast provinces to Cambodian provinces and Southern Laos via Xa Mat international border gate. For that reason, the construction and development of the Vietnam - Cambodia - Laos trade route through the Tay Ninh gateway is very important to generate high economic effects to all three countries.
In Resolution 05-NQ/TU dated July 11, 2022 of the Tay Ninh Provincial Party Committee on Tay Ninh border gate development to 2025, with a vision to 2030, the province clearly states that border trade development aims to boost local socioeconomic development while making important contributions to the socioeconomic development of the entire Southern Key Economic Zone. Accordingly, border trade development must become a driving force and an important factor for the socioeconomic development of Tay Ninh province and the Southern Key Economic Zone. The general goal of the province is to make border trade a driving force for the socioeconomic development of Tay Ninh province by 2030 and turn Tay Ninh into a transit point for imported and exported goods of the Southern Key Economic Zone to Cambodia, Laos, Thailand and ASEAN markets.
Being fully aware of that, Tay Ninh province planned and implemented many key infrastructure projects to boost economic development in the border area. In particular, the investment in completing infrastructure construction in Moc Bai and Xa Mat border gate economic zones is one of the major highlights. This activity has helped expand the development space for Ho Chi Minh City and the Southeast region, associated with strengthening national defense - security and foreign affairs.
Moc Bai Border Gate Economic Zone, covering 21,284ha in Ben Cau district and Trang Bang town, is one of eight key economic zones selected by the Government for concentrated investment and development, funded by the state budget, in 2016-2020 and 2021-2025 periods. In addition, the Prime Minister approved the Master Plan for Moc Bai Border Gate Economic Zone to 2045 in Decision 966/QD-TTg dated August 10, 2022.
On June 19, 2024, the Tay Ninh Provincial People’s Council (10th term) issued Resolution 159/NQ-HDND on ratification of the Master Plan for Moc Bai Border Gate Economic Zone to 2045. This planning aimed to develop the economic zone into a new dynamic area; a growth pole for economic development with regional and international competitiveness; an important trade hub of the Southeast region and the Southern Key Economic Zone, between Vietnam and Cambodia and ASEAN; a center for border gate services, international container transit ports and logistics services; and a center for finance, trade and land border services in the Southeast region. At the same time, the economic zone will be developed with high-tech industry, green industry, and green - clean - smart - sustainable urban areas with national identity in international integration and connection.
With many new contents, goals and orientations, the Master Plan for the construction of Moc Bai Border Gate Economic Zone to 2045 is expected to create a new breakthrough momentum for Moc Bai Border Gate Economic Zone and spread its impact to the economy of Tay Ninh province and the Southeast region.
The Tay Ninh Provincial Plan for 2021-2030, with a vision to 2050, approved by the Prime Minister in Decision 1736/QD-TTg, presents great opportunities for socioeconomic development and investment. How will Tay Ninh capitalize on this potential?
In the Tay Ninh Provincial Planning for the 2021 - 2030 period, with a vision to 2050, the province clearly defined new driving forces for socioeconomic development according to the so-called “1 social security belt, 3 development regions and 4 driving axes” approach. Specifically, Tay Ninh has focused on carrying out seven strategic breakthroughs: infrastructure development, human resource development, institutions, small and medium-sized enterprise development, sustainable development: green Tay Ninh, tourism development, and service development.
According to the general goal, by 2030, Tay Ninh will become a dynamic, civilized province with a good living environment and good adaptation to climate change. By 2050, it will have an economy based on clean industry and high-tech agriculture.
With its vision for a green Tay Ninh with three functional zones, four dynamic axes, one social security belt and seven key breakthrough tasks, Tay Ninh aims for rapid and sustainable growth, in harmony with the general development of the Southeast region and the whole country. This strategy will drive growth, harness potential, and mobilize resources to achieve an average annual growth of 9.5% through 2030.
The provincial planning acts as a comprehensive, overall design that defines the vision and long-term development goals for each industry and field and forms a strategic development orientation framework for Tay Ninh to clearly figure out its potential and strengths to be focused to promote its advantages to a maximum. With its ongoing innovation, creativity and the courage to overcome difficulties and build up self-reliance from generation to generations, the Party, the government, the people and the business community of the province are confident, united and unanimously determined to stand shoulder to shoulder, join hands together, overcome difficulties and challenges and successfully implement its goals and tasks to soon realize the aspiration of making Tay Ninh a fairly developed locality in the Southeast region and the whole country.

On August 2, 2024, Deputy Prime Minister Tran Hong Ha signed Decision 760/QD-TTg approving the investment policy for the first phase of the Ho Chi Minh City-Moc Bai Expressway Project. What opportunities will this expressway bring to Tay Ninh upon completion? What steps has the province taken to capitalize on these opportunities?
Ho Chi Minh City - Moc Bai Expressway is expected to be implemented from 2024 to 2027 with a total investment of about VND19,617 billion. The expressway is about 51km long, starting at the intersection with Ring Road 3 in Cu Chi district of Ho Chi Minh City and ending at the connection point with National Highway 22 in Ben Cau district, Tay Ninh province.
Ho Chi Minh City - Moc Bai Expressway (first phase) is divided into four component projects. Component Project 1 includes the PPP-based expressway construction with a total investment fund of VND10,420 billion, executed by the Ho Chi Minh City People's Committee. Component Project 2 builds residential frontage roads and overpasses with a total investment fund of VND2,420 billion, financed by the State Budget. Component Project 3 clears the land section in Ho Chi Minh City, funded by the State Budget and administered by the Ho Chi Minh City People's Committee. Component Project 4 clears the land section in Tay Ninh province, funded by the State budget and administered by the Tay Ninh Provincial People's Committee.
When completed and put into operation, this expressway will help connect Moc Bai Border Gate Economic Zone with Ring Road 4 and Ring Road 3 of Ho Chi Minh City to create a complete network of external traffic routes, making it a gateway to Ho Chi Minh City. Notably, the main objectives of Ho Chi Minh City - Moc Bai Expressway are to meet transportation needs, reduce traffic congestion and ensure traffic safety on National Highway 22; complete and operate synchronously large-capacity, traffic-safe and high-speed belt roads on the Ho Chi Minh City - Tay Ninh transport corridor; develop the Moc Bai - Ho Chi Minh City - Cai Mep - Thi Vai industrial and urban chain associated with the Trans-Asia Economic Corridor, helping promote socioeconomic development and attract investment capital into Ho Chi Minh City and Tay Ninh in particular and Southeast provinces in general.
Clearly identifying the role and importance of the Ho Chi Minh City - Moc Bai Expressway project, the Tay Ninh Provincial People's Committee assigned the Provincial Transport Construction Investment Project Management Board to invest in Component Project 4 on site clearance in Tay Ninh. Currently, the province has allocated the fund capital for the project and prepared necessary procedures to carry out site clearance with a total budget of more than VND1,500 billion. It is expected that Tay Ninh will hand over the entire site for the project by April 30, 2025.
To anticipate and capture the golden opportunity from the Ho Chi Minh City - Moc Bai Expressway Project, Tay Ninh province has focused resources, accelerated the investment progress of key regional traffic connectivity projects and developed urban and industrial corridors along Ho Chi Minh City - Moc Bai Expressway, expanded Dat Set-Ben Cui Road, the N8-787B-789 regional connection route, Go Dau - Xa Mat Expressway - Phase 1 from Go Dau to Tay Ninh City, Tay Ninh Logistics Center, ICD dry port and general port (259 ha). In addition, the province is working on a pre-feasibility project for airport planning in Tay Ninh to submit to the Prime Minister for approval.
Along with Ho Chi Minh City - Moc Bai Expressway, Tay Ninh Airport will become an important launching pad for the province's socioeconomic development and effectively support developing local economic zones.
