Removing Land Bottlenecks to Boost Investment Attraction

Enhancing the effective management of land and environmental resources, actively rationalizing land funds, accelerating site clearance, publicizing land use plans and strengthening administrative reforms are key solutions carried out by the Department of Agriculture and Environment of Hai Duong province to unlock resources and leverage investment inflows. 

Improving the effective management of land, natural resources and environment

In 2024, the agricultural and environmental sector advised the Provincial People's Committee to issue 12 legal documents and five draft legal documents relating to land, agriculture and environment; launched plans to disseminate laws and regulations on agriculture and environment in many practical forms. Recently, when the new Land Law took effect, Hai Duong was also among the first provinces to promulgate regulations and documents to this effect.

The sector consulted on appraisals and submitted the completed revision of the district-level Land Use Planning to 2030 and the land use plans in 2024 of all 12 districts, towns and cities to the Provincial People's Committee for approval. It coordinated with relevant bodies to complete related documents regarding the Hai Duong Provincial Planning for the 2021-2030 period, with a vision to 2050 and submitted them to competent authorities for approval. It consulted on the report on implementation results of the land use plans in 2024 and prepared the land use plans for 2025.

The agricultural and environmental sector continued to hand certificates of land use rights, house ownership rights and other assets attached to land to organizations, households and individuals in the province.

The Department of Agriculture and Environment successfully organized a public auction of a mineral mine used for manufacturing common construction materials; asked the Provincial People's Committee to grant a mineral exploration license, two mineral extraction licenses, and 20 decisions on royalty of exploiting water resources, worth VND2,213,197,000.

Especially, in environmental protection, the department continued to advise on the deployment and execution of the project on collecting local domestic solid waste; managed and operated automatic and continuous environmental monitoring systems; received, classified and handled recommendations and feedback regarding environmental protection; and participated in interdisciplinary inspection teams of Hai Duong province and the Ministry of Agriculture and Environment.

Improving Land Access Index

In the Provincial Competitiveness Index (PCI) 2023, Hai Duong ranked 17th nationwide, climbing 15 places from 2022. Particularly, with respect to land access, the province topped the Red River Delta and ranked 5th nationwide.

Mr. Duong Van Xuyen, Deputy Director of the Department of Agriculture and Environment, said: To achieve this result, the department proposed many solutions for a better Land Access Index like simplifying land-related procedures, and reducing the time of granting land use rights certificates as well as procedures of land transfer, leasing and repurposing. At the same time, the agency publicly and transparently provided information on planning, land-use plans, land price lists and related regulations. Its information website has been regularly updated with land news for investors to look up and study. Hai Duong also invested in the online land management system to enable people and businesses to find suitable land funds for their investment goals easily.

The province's resolution to carry out infrastructure construction projects in industrial zones will create an available land fund and attract investment flows, one of key drives to increase the Land Access Index, he said. Many industrial zones have already started to welcome secondary investors.

The Department of Agriculture and Environment will continue to guide and urge districts, towns and cities to implement district-level Land Use Planning for the 2012-2030 period, with a vision to 2050, and work with relevant bodies to submit it to the Provincial People's Committee for decision; inspect and urge localities to actively carry out approved land use plans; and instruct the preparation and appraisal of land use plans of 2025 for districts, towns and cities.

The department will improve the quality and quickly inspect the measurement of land-use projects and projects; continue to accelerate the progress of land compensation and site clearance plans for projects, especially large projects approved by the central government and the province.

Currently, the time for handling land allocation and land lease procedures for newly established businesses converted from business households, small and micro businesses has been reduced from 30 days to no more than 10 days. The time of conducting environmental impact assessment has been cut from 30 days to 20 days.

Furthermore, the agency will continue to boost administrative procedure reform in agriculture and environment; effectively implement and apply the TCVN-ISO 9001:2015 quality management system; counsel competent authorities on regulations on collection, management, utilization, sharing and use of agricultural and environmental data and information; and upgrade network infrastructure and connection infrastructure to ensure information security, meet the demand for storing and operating shared systems, applications and databases to guarantee sharing and connection.

Currently, the Department of Agriculture and Environment is speeding up the development of electronic land management systems such as online land information systems and land data digitization models.

“Doing so not only eases the way for people and businesses but also unlocks land resources and leverages investment inflows,” Mr. Duong Van Xuyen emphasized.
