On the afternoon of March 27, the Steering Committee of Program No. 02 of Thanh Oai district held a conference to announce the decision and award certificates of recognition of communes achieving advanced and model new rural standards in 2024 to 4 communes in the area.

In recent years, Thanh Oai district has effectively implemented Program 04-CTr/TU of the Hanoi Party Committee, Program No. 02 of the District Party Committee on "Promoting the effective implementation of the National Target Program on new rural construction associated with restructuring the agricultural sector and developing the rural economy, improving the material and spiritual life of farmers in the period 2021-2025". In 2024, Thanh Oai district has 2 more communes (Binh Minh and Thanh Mai) achieving advanced new rural standards; 2 communes (Tam Hung and Tan Uoc) achieving model new rural standards. In addition to the results of achieving the goal of building an advanced, model new rural commune, in 2024, Thanh Oai also implemented the task of building an advanced new rural district.
In the period of 2021-2025, Thanh Oai district was not included in the City's plan to direct the completion of the advanced new rural district, however, with the determination of the Party Committee, government and people in the area, the district has completed the standard of an advanced new rural district in 2024. The district has invested in building economic and social infrastructure in rural areas, especially essential infrastructure serving people's lives, constantly investing in construction, upgrading and completion. Many important traffic routes of the district have been formed, rural traffic routes, intra-field traffic routes continue to be invested in construction, renovation and upgrading.
Along with that, the district also maintains environmental sanitation, plants trees, flower roads, creates a green, clean and beautiful landscape. Cultural and sports facilities at the grassroots level are invested in. Schools at all levels are invested to ensure they meet national standards at levels 1 and 2. Specifically, the whole district has 44 schools (Kindergarten, Primary, Secondary) meeting level 1 standards; 27 schools meeting level 2 standards (an increase of 25 schools compared to 2020); 71/71 schools (100%) of schools ensure that facilities are met. High schools are invested to meet level 1 standards and 1 school meets level 2 standards; Vocational education - continuing education centers are accredited at level 2.
The rate of people participating in health insurance in the whole district reached 95.12%. There are no poor households in the whole district. Vocational training for rural workers has been given attention, the rate of trained workers reached 85.72%. Average income per capita reached 76.6 million VND/person/year (an increase of 21.5 million VND compared to 2020). The rate of rural households using centralized clean water reached 92.6% (an increase of 49.6% compared to 2020).
Thus, by the end of 2024, Thanh Oai district has 20/20 communes (100%) meeting new rural standards; 14/19 communes (74%) meeting advanced new rural standards. With 9/9 criteria of advanced new rural district, Thanh Oai district has been recognized by the Government as a district meeting advanced new rural standards in 2024 in Decision No. 564/QD-TTg dated March 10, 2025. This result exceeded the target 1 year earlier than the target set by the XXIII District Party Congress and exceeded the plan assigned by the City in Program 04-CTr/TU of the City Party Committee.
Speaking at the conference, Secretary of Thanh Oai District Party Committee Bui Hoang Phan affirmed: the achievements in building advanced new rural areas of the district are thanks to the drastic participation of the entire political system, promoting the role of leaders of Party committees and authorities; the pioneering and exemplary role of cadres and party members. The selection and identification of key tasks and breakthroughs; taking advantage of the direction and support of the City Party Committee, People's Council, People's Committee and all levels and sectors of the City to promptly remove difficulties and obstacles in organizing the implementation of tasks.
In particular, the district has focused on mobilizing and effectively using resources, prioritizing resources to renovate, upgrade, and build essential infrastructure works to serve production, life and activities of the people; building appropriate mechanisms and policies to build new rural areas. The state budget is invested in a focused, key, effective manner, not spread out.
Recognizing the results that Thanh Oai district has strived to achieve, the City has commended and awarded Emulation Flags and Certificates of Merit to many collectives and individuals. On this occasion, the Steering Committee of Program 02 of Thanh Oai District Party Committee commended and rewarded 15 collectives, 37 individuals, and 3 households with outstanding achievements in implementing the work of building the district to meet advanced new rural standards, and the commune to meet advanced new rural standards, model in 2024.
