Dong Nai Customs: Continued Reform and Modernization

The customs department of Dong Nai province always defines its main tasks as boosting procedural reform and doing well the sector’s guideline “Profession – Transparency – Efficiency,” as well as declaration on serving clients. Over the past time, thanks to strong reforms on administrative procedures, expansion of e-customs and effective implementation of the declaration, the Dong Nai customs department has received enormous support from the community of enterprises.    
Among outstanding activities of Dong Nai customs is the budget collection and payment in 2011. Since the beginning of the year, the provincial customs department has applied measures to limit maximally overdue tax debts. Dong Nai has no sea, airports and border gates; and over 55 per cent of the province’s export-import turnover comes from processing goods. Because of such special characteristic, the provincial customs has mobilized its whole force to carry out successfully the task of tax collection. The cumulative figure of tax levy by July 31, 2011 was VND5.674 billion, or 122.05 per cent against last year and meeting 74.17 per cent of this year’s mandatory norm. The provincial customs expected 2011’s tax levy at VND8 billion, 104.5 per cent of the planned figure.
 
Regarding e-customs, the expansion at local customs branches has been promoting smoothly with all of total seven units having taken place by the end of the second quarter. A number of 420 enterprises have also used e-customs with 151,376 customs declarations since early the year, meeting 83 per cent. Dong Nai customs also reported export-import turnover of over US$7.134 billion and collected taxes of VND6.226 billion through e-customs so far this year, meeting respectively 86 per cent and 87 per cent. The province’s customs has planned 100 per cent of customs branches, 80 per cent of turnover and 80 per cent customs declarations to be carried out in e-customs. The application of e-customs will also be expanded to processing enterprises and bonded warehouses in order to meet the requirements of trade development and simplification of customs procedures in the future.   
In terms of propaganda on laws and policies, support to enterprises and dialogues to exporters and importers, on March 25, 2011 the provincial customs department cooperated with Vietnam Chamber of Commerce and Industry (VCCI)’s branch in Ho Chi Minh City to hold an enterprise meeting. The meeting aimed to discuss issues relating to customs procedures and clear up queries on procedures for enterprises operating here. The department also organized an in-depth dialogue with 50 customs agents on July 23. During the workshop, the latest documents on activities relating to customs agents, customs taxes and administrative procedures were worked out. Particularly, all documents were translated into English, Chinese, Japanese and Korean for reference.   
In the third quarter, the department continues to promote other dialogues with local enterprises in order to provide the information on new documents and policies and especially listen to the difficulties of enterprises, in a bid to help them gain quick customs clearance and reduction of costs. The department also implements stipulations on priority to enterprises in order to facilitate their business.   
To promote and implement effectively declaration on serving clients, in the second quarter the provincial department completed building 12 assessment criteria, focusing on main professional elements in order to support better enterprises and prevent trouble and negative actions. With the purpose of increasing management efficiency and service quality, the Dong Nai customs department has been expanding the modernization of budget collection and payment among financial units. Besides, Dong Nai customs is also among local customs departments which are preparing to apply the budget payment via bank. The application of such measures partially helps the department raise management, supervise tax debts and limit tax execution. Thanks to careful preparations of human resources, information and technology infrastructures, as well as early implementation of Internet connection, data with local treasuries since 2007, the promotion of the above-mentioned schemes has been convenient and brought high efficiency to enterprises.
 
Dong Nai customs actively set up a team to recheck documents and inform enterprises of 74 administrative procedures relating to customs, including 13 under the department level and the remaining 61 under the branch level, based on Decision 821/QĐ-BTC dated April 6, 2011 by Ministry of Finance. Also, the provincial department joined hands with other departments to publicize administrative procedures on customs in order to meet the requirements of enterprises and encourage reforms.
 
With the title of “Labor hero in reform era,” the Dong Nai customs department has been striving to best serve local enterprises, following the motto “Government travels with enterprises.”
