Dien Nam-Dien Ngoc Urban Area: New Direction for Urbanisation in Quang Nam
The Prime Minister issued decision No. 124/Q1999/QD-TTg dated May 18, 1999, approving the overall 1/5000 map for construction of Dien Nam-Dien Ngoc New Urban Area in the central province of Quang Nam. Accordingly, the new urban area will be located on 27,000 hectares with a total population estimated by 2020 of 150,000 people. Of the total area, Dien Nam-Dien Ngoc Industrial Park will occupy 430 hectares.
Dien Nam-Dien Ngoc new urban area will be located within a chain of urban areas, industrial parks, service zones and coastal tourism resorts from Non Nuoc resort in central Danang City to the world heritage Hoi An in the central Quang Nam province. The east of the Dien Nam-Dien Ngoc urban area borders the Co Co River, while the west bounds roads No. 603 and 607, which link Danang with Hoi An. Meanwhile, the north is adjacent to the high-class tourism resort of Hoa Hai District in Danang City and near the Danang Universities Village. The south of the Dien Nam-Dien Ngoc urban area neighbours Hoi An Town.
With this convenient location, the new urban area of Dien Nam-Dien Ngoc is expected to help boost socio-economic development in the northern area of Quang Nam Province, forming a link between the tourism resorts and eco-urban areas of Danang City and those in Hoi An.
Quang Nam People's Committee set up the Management Board of Dien Nam-Dien Ngoc New Urban Area under decision No. 06/2003/QD-UB dated January 14, 2003 with the function of managing investment in construction of the new urban area. The decision was based on the Prime Minister's 1/5000 map-out, and two other detailed map-outs with scales of 1/2000 and 1/500 issued by the provincial People's committee. The management board will also cooperate with local authorities in carrying out site clearance, compensating resettled people and promoting investment.
So far, the Quang Nam People’s Committee has licensed 14 enterprises to become investors of 15 urban areas and projects scaled from 20 to 50 hectares each in the Dien Nam-Dien Ngoc new urban area (in the first phase) with total investment of nearly VND2 trillion (US$127.14 million).
They include urban areas No. 1A (with total area of 29.08 hectares and total investment capital of VND120 billion); No. 1B (22 hectares and VND80 billion); No. 3 (50 hectares and nearly VND180 billion); No. 4 (50 hectares and VND211 billion); No. 5 (40 hectares and nearly VND150 billion); No. 6 (50 hectares and VND211 billion); No. 7 (45 hectares and VND144 billion); No. 8 (45 hectares and VND137 billion); No. 9 (55.6 hectares and VND201 billion); No. 10 (25 hectares and nearly VND120 billion); No. 11 (17 hectares and nearly VND65 billion); No. 12 (7 hectares and nearly VND25 billion); and extension of Road No. 603 with total investment of nearly VND200 billion and a health resort on ten hectares.
Apart from businesses carrying out their projects in the new urban area in the first phase, 15 enterprises have registered to invest in the Dien Nam-Dien Ngoc new urban area in the second and third phases.
