IP Development: Growth Opportunity for Quang Nam Province

 

The establishment of industrial parks in the central province of Quang Nam is meaningful for the province’s economic development planning. Development of industrial parks is an appropriate modern development trend. It helps gather investment sources and create a premise for the formation of new urban areas. Quang Nam Province now has six industrial parks including the Dien Nam-Dien Ngoc areas. Those industrial parks, which are providing favourable conditions and attractive investment policies, have changed the face of Quang Nam and helped boost the industrialisation and modernisation process in the locality.

 

During recent years, industrial parks in the Quang Nam Province have made considerable developments and affirmed their important role as a driving force in the socio-economic growth and development of the central province. After becoming operational, projects in industrial parks have remarkably contributed to the increase of industrial production and export revenues, creating necessary conditions for the economic transformation of the province. This will help Quang Nam’s target of becoming an industrial province following the provincial Party Committee’s resolution.

 

Dien Nam-Dien Ngoc Industrial Park leased most of its area in the first phase of development (145 hectares). It is continuing to develop construction in the second phase. Currently, the provincial People’s Committee is instructing the Management Board of Industrial Parks in Quang Nam to enhance site clearance activities and deploy construction of infrastructure in the second phase of the Dien Nam-Dien Ngoc Industrial Park on an additional area of 245 hectares. The committee also continued to instruct the investor of the industrial park to complete feasible studies for infrastructure construction in the second phase to submit for the approval of the Ministry of Construction. It also required the investor of the industrial park to boost cooperation with relevant organisations in order to set up managing units for major services such as customs, post and telecommunications, and banking in the industrial park to ensure “on the spot” mechanisms for enterprises.

 

Mr. Le Minh Anh, Head of the Management Board of Industrial Parks in Quang Nam revealed that Dien Nam-Dien Ngoc has targeted to attract ten more investment projects this year. As at the end of June 2004, the industrial park had 40 investment projects receiving operation licences with total registered investment capital of VND1.8 trillion (US$114.4 million), creating nearly 20,000 jobs. Of these, 21 projects began operation.

 

In the first quarter of this year, Thuan Yen Industrial Park granted an investment licence for the Quang Nam Leather & Footwear Co. allowing expansion of its sports footwear factory in the second phase with total investment capital of VND10.6 billion (US$673,870), providing jobs for 600 additional workers. By the end of June 2004, Thuan Yen Industrial Park had six operating investment projects with total disbursed capital of VND101.84 billion (US$6.47 million), creating jobs for over 1,800 labourers.

 

To create more favourable conditions for businesses, Quang Nam Province has issued preferential policies and mechanisms for investors. It granted certificates of investment incentives for enterprises while instructing the Management Board of Industrial Parks in Quang Nam to strictly implement administrative reforms following the “One Stop, On the Spot” mechanism. Quang Nam’s authorities directly instructed enterprises to obey regulations regarding labour safety and hygiene, especially fire prevention regulations. Firms in industrial parks must participate in inspections of environment and quality conditions. They must also cooperate with state agencies and consult the provincial People’s Committee to immediately resolve difficulties and impediments facing investors.

 

For better results in investment attraction in the future, Quang Nam Province’s authorities are actively creating a more open investment environment, creating favourable conditions for enterprises investing in industrial parks in the province to commence operation. With these efforts, Quang Nam hopes to become an industrialised province in the near future.
