In order to make strong and comprehensive progress in information technology (IT) development to 2025, e-government construction and digital transformation were included in the resolution of the last Provincial Party Congress. This was considered a disruptive breakthrough to bring IT into local socioeconomic development, an affirmative determination to e-government construction and digital economic development in the coming time.
Mr. Do Dinh Quang, Deputy Director of Hung Yen Information and Communications Department, said, the current deployment of online public services by agencies and localities in the province at Category 3 and Category 4 meets requirements by the Government of Vietnam (over 50% of Category 3 and over 30% of Category 4), exceeding the province’s plan set for the 2016-2020 period. In the coming time, the province will strive to bring all public services of Category 3 or higher online and ensure information transparency for people to raise the Provincial Competitiveness Index (PCI).
The information and communication sector always receives timely support and guidance from the Provincial Party Committee and the Provincial People's Committee; closely follows Party and State policies and laws and bases on actual local development. The Hung Yen E-Government Architecture is the basis for shaping the synchronous and effective deployment in State agencies towards successful e-government construction in Hung Yen. Up to now, the telecommunications network has seamlessly connected across the province, at all levels and localities, to ensure effective administration of Party and State agencies; and met IT application and development demands of people and businesses. By the end of 2018, the province had more than 2,100 base transceiver stations (2G, 3G and 4G), covering 100% of the province and high-speed optical fiber transmission line reaching all communes, wards and towns.
IT application and development has been deployed effectively to improve work performance and people’s livelihoods and importantly help local socioeconomic development.
Many important activities have been launched to accelerate IT application, including administrative document management information system, electronic single-window system integrated with online public service portal interconnected across administrative agencies to facilitate administrative procedure reform and online conferencing system. Shared systems continue to be scaled up and IT expertise of civil servants has been raised to meet work requirements.
