Binh Duong Administrative Reform - Key to Success
Active in administrative reform, Binh Duong has reaped brilliant successes in socio-economic development. Most local and foreign investors are satisfied with the treatment of the local authorities and the administrative formalities.
True to the adage thien thoi, dia loi, nhan hoa (Good opportunity, advantageous location, cooperative people), the development of Binh Duong has all three elements with the human factor as the main. The province has implemented all the policies of the State with timely and appropriate measures creating an attractive environment for investment with "a red carpet welcome for investors and talents" According to investors, the most important thing is that the province has created a favourable environment, safe and reliable for investment and business activities. The local authorities often help resolve problems of investors and businesses and conduct necessary supervision and control. The authorities and businesses maintain close and friendly relations. Besides an annual meeting on "Business Day", the local authorities meet with businesses every quarter. The telephone numbers of related authorities are open for contacts, listening to and solving the issues raised by the businesses.
The province has also focused on the improvement of mechanisms and working methods, for example, Decision 2640/QD-UB on one-stop shop has cut down the administrative formalities in several departments: planning and investment, construction, land and housing, labour and social affairs, justice, agriculture and rural development and industry as well as the people's councils and people's committees of Thu Dau Mot town and Thuan An district. Specific regulations are made public concerning procedures, time for approval of investment projects inside and outside industrial zones: three days after the completion of documents and 15 days for projects requiring the approval of government ministries and agencies. For domestic investments, the granting of a business license is seven days for enterprises and five days for households or individuals. Mr Nguyen Viet Dung , Deputy Head of Binh Duong Planning and Investment Department, said that to ensure the shortest delay, related authorities will carry out joint surveys and evaluations and apply uniform documents.
Mechanisms and working methods have also been improved. The Binh Duong People's Committee has issued Directive 5/2000/CT-UB upgrading the organisation with specific functions. Health, education and culture sectors have been reformed attracting the participation of the people in the building of nurseries, kindergartens and hospitals.
To develop the human resources, Binh Duong applies preferential treatment attracting people with Master's degrees upwards to work in the province for high pay and good working conditions.
In financial reform, responsibilities are defined for lower levels in expenses, operations and size of the staff. For instance, only expenses over VND20 million would be submitted for approval of the province.
In particular, Binh Duong has designed an early master plan suitable for local conditions and the development orientations of Vietnam and the world. It has facilitated the development of industrial zones, infrastructure and urban planning.
