Department of Information and Communications Leadership in International Integration

The Tay Ninh information and communications sector has gradually advanced its professionalization to become an effective “linking bridge” for the government, people and businesses. The Department of Information and Communications was honorably presented “Digital Solutions to Support the Development of Digital Government, Digital Economy, Digital Society” Award. Our reporter has an exclusive interview with Mr. Nguyen Tan Duc, Director of the Department of Information and Communications, Tay Ninh province.

By properly determining its right position, role and investment, what outstanding achievements has the sector made in the 2020-2025 midterm?

The information and communications sector of Tay Ninh province has significantly endeavored, innovated and continuously improved the quality and effectiveness of State administration of its assigned fields, thus gradually affirming its leading role in digital transformation and contributing considerably to the province’s overall development. According to statistics from the EMC online measurement system of the Ministry of Information and Communications, as of October 2024, Tay Ninh province had 91.98% of administrative procedures with completely online records generated and provided and 32% of administrative records performed fully online. 42% of administrative records were submitted electronically and 92% of results were returned in the electronic environment. Telecommunications infrastructure was developed effectively, with all governmental agencies connected to a specialized data transmission network. Optical fiber and base-transceiver stations (BTS) reached all hamlets and neighborhoods.

The information and communications sector also deployed many information systems to serve the administration, for example the administrative procedure settlement information system, the socioeconomic information reporting system, the document management system (Egov), the paperless meeting system and the online meeting system, hence improving administrative performance. At the same time, accelerated digital transformation facilitated administrative reform, gradually enhanced connectivity and communication, supported digital economic development, and improved the life quality and satisfaction of the people.

Would you tell us about your e-government development results?

Resolution 02-NQ/TU states general goals of digital transformation in Tay Ninh province, led by the spirit of “Striving to be a good digital transformer.” To realize the given goals, the sector has consulted on the synchronous implementation of many consistent solutions, with a particular focus on strengthening communications and raising public awareness of online public services and digital transformation programs.

Some initial results include integrating the Public Service Portal with the Electronic Single Window System to form a centralized administrative procedure settlement information system, deployed uniformly from the provincial level to the communal level. The electronic document management and administration system (Egov) is integrated with digital signatures using mobile SIMs and deployed to the entire political system. The network information security monitoring system has been built, connected to the National Information Security System (SOC). The province has also successfully deployed a common “Tay Ninh Smart” application for the entire political system, people and businesses as well as “Tay Ninh Smart” mini app on the Zalo platform.

To stand in the group of localities with good digital transformation index, what tasks has Tay Ninh province been carrying out?

Tay Ninh province aims to basically complete the e-government construction phase by the end of 2025 and move on to the digital government construction phase in the 2026 - 2030 period.

To continue its current success, the information and communications sector is also determined to gradually perfect the suitable institutions and policy mechanisms for fostering digital transformation; gradually apply support policies on digital transformation and digital economy for enterprises; and introduce a mechanism to encourage people to use online public services. At the same time, it has developed digital infrastructure; upgraded information technology infrastructure, network infrastructure, internet connectivity and online conferences in governmental agencies; and developed IoT infrastructure, physical-digital infrastructure, and digital transformation infrastructure.

Especially, it has trained human resources in information security; raised public awareness through communication campaigns on digital transformation; built pilot models of digital transformation in the community; promoted the role of community digital technology groups; mobilized resources for digital transformation from digital companies, universities, academies and research institutes; and cooperated with large corporations on digital transformation.

In recent years, Tay Ninh has paid great attention to improving the investment environment and has initially achieved optimistic results. From a sectoral perspective, what solutions do you propose for improving the PCI Index?

The information and communications sector always upholds the motto of accompanying the province towards making Tay Ninh a good visiting and living place by 2030, a "Green Tay Ninh". Therefore, in every step, the sector will closely follow announced plans and goals; gradually improve the information system for handling administrative procedures in a simple, easy-to-use direction; and automatically update data from database systems. It has effectively implemented Decision 2427/QD-UBND on the list of industry-specific data, shared data and open data of Tay Ninh province for people and businesses to access and search for useful information for life and business activities.

The sector has piloted the Investment Monitoring and Support Information System to provide information on investment attraction and will support monitoring the settlement of records filed by investors, receive investment proposals via the website address https://hotrodoanhnghiep.tayninh.gov.vn. It will complete the reception system together with improving the effect of information provision on the provincial information portal and websites/portals of agencies and localities to increase transparency in accessing information for businesses and investors in the province.
