The recent survey on enterprises operating in Dong Nai province made by Dong Nai's Service of Labour, War Invalids and Social Affairs said that these enterprises need to recruit over 46,000 workers more in 2006 due to business expansion. In addition, there are tens of projects coming into operation this year, which requires tens of thousands of labourers. Therefore, competition to attract workers will become severer.
Right from the beginning of 2006, many businesses announced recruitment of large numbers of workers. Specifically, Nam Yang, Pouchen, Viet Vinh, A First Vina, Chang Shin and Hwaseung - Vina need 2,000, 1,500, 3,000, 1,000, 6,234 and 1,500 workers, respectively. Among over 46,000 workers that enterprises need to recruit this year, manual workers are overwhelming majority (37,675 or 81.7 per cent), followed by trained workers (7,631 or 16.5 per cent) and graduated ones and over (835, accounting for 1.8 per cent). Taking each sector into consideration, garment and textile and footwear industries remain the leaders with largest labour requirements. Among labourers to be recruited by such enterprises, 86 per cent are female.
Currently, the province has about 529 foreign-invested enterprises, of which 317 businesses have come into operation, attracting approximately 250,000 workers with monthly average income per capita of VND1.3 million. There are relatively large numbers of enterprises coming into operation this year. They also need to recruit tens of thousands of labourers more, especially those in Industrial zones that are in construction and expansion such as Bau Xeo IZ (Trang Bom district), Nhon Trach I, II, III, etc. Subsequently, competition to attract worker in the province is predicted to be fiercer.
According to the Service of Labour, War Invalids and Social Affairs, in 2006, the whole province will have to attract nearly 20,000 outside-province labourers to sufficiently meet demand of enterprises. However, the situation "People look for jobs and companies look for employees" is still a knotty problem that responsible agencies have to deal with. Therefore, the Service continues carrying out measures to strengthen relations with other provinces, of which central provinces are the core areas for this year, to recruit labourers.
The fact shows that it is very difficult for entrepreneurs to contact with outside-province agencies to find employees by themselves. That the State increases the minimum salary level applicable to foreign-invested enterprises early this year will be a driving force to attract workers. However, the minimum salary level applied to Dong Nai's districts regulated by the State is lower than that of HCM City and Binh Duong province. Consequently, the districts are still less advantageous in attracting outside-province workers than others. Therefore, the Service encourages the province-located enterprises to give labourers preferential policies on wage, campus construction or supports to travel and lease accommodations.
